Overview
This executive-level Human Resources Director position, located in the United States, offers a chance to influence workforce strategy and organizational effectiveness in a large public-sector setting. The director will oversee enterprise-wide HR functions, policy implementation, and strategic workforce initiatives, partnering with senior leadership and multiple agencies.
Key Responsibilities
- Develop and implement HR strategies that align with organizational goals and long-term workforce planning.
- Act as a senior advisor to executives and managers on workforce planning, employee relations, HR policies, and boosting organizational effectiveness.
- Manage HR operations, ensure compliance, oversee policy enforcement, and maintain high-quality HR services across the organization.

Required Qualifications
- At least five years of management experience, or at least two years combined with a bachelor's degree in a related field.
- Educational background in human resources, business administration, public administration, organizational leadership, or a comparable discipline supporting strategic HR management.
- Proven leadership experience in managing teams through organizational transformation and achieving measurable improvements.
- Strong capability to craft strategic plans, translate priorities into actionable items, and provide data-informed recommendations.
- Experience across multiple HR areas such as talent acquisition, performance management, investigations, classification, and compensation.
- Comprehensive understanding of employment laws, HR policies, regulations, and collective bargaining agreements.
- Experience handling complex employee relations matters, including grievances, investigations, and arbitration proceedings.
- Ability to support labor strategy and contribute effectively to collective bargaining activities.
- Excellent leadership, communication, collaboration, and stakeholder management skills.
