Role Overview

The Head of Procurement position in Qatar is charged with overseeing and managing all procurement activities to ensure project goals are achieved within defined scope, budget, and timelines, while adhering to prescribed quality standards.

Key Responsibilities

  • Manage all procurement operations within company supply scope, collaborating closely with the Supply function, and ensure timely handover of company-initiated procurements to contracted parties.
  • Evaluate contractor procurement actions alongside PMT efforts to confirm alignment with company procurement targets concerning cost, schedule, and quality.
  • Monitor contractor performance to confirm adherence to company standards and approved procurement procedures.
  • Review and authorize procurement policies and documentation submitted by contractors.
  • Participate in evaluating contractors’ vendor quality assurance efforts and aid in solving procurement challenges; support evaluation and onboarding of key suppliers to the Project Vendor List as necessary.
  • Forge and maintain strategic partnerships with EPC contractors, suppliers, manufacturers, and key stakeholders to facilitate seamless project delivery.
  • Assess and supervise EPC contractors' procurement and materials management plans related to both contractor and company-owned items.
  • Operate within current policies and contribute to policy refinement to accommodate dynamic business and project demands.
  • Lead and mentor the Project Procurement Team, fostering continuous improvement and championing best procurement practices.

Qualifications

  • A bachelor's degree in Business, Accounting, Commerce, Marketing, Sciences, Engineering, Project Management, Supply Chain Management, Law, Communication, Technology, Mathematics, Statistics, or related fields.

Experience and Skills

  • A minimum of 8 years experience in business-related roles, with at least 4 years within the Oil & Gas sector, including 1 year in a leadership or supervisory capacity overseeing contractors, subcontractors, or vendors.
  • Solid experience engaging with EPC contractors, subcontractors, and vendors within the Oil & Gas industry.
  • Cultural sensitivity and a proven ability to collaborate effectively with diverse teams.
  • International experience with contractors, especially in procurement functions related to Offshore LNG production facilities.
  • Strong interpersonal and communication abilities emphasizing teamwork and effective interaction within a Project Management Team.
  • A thorough understanding of stakeholder specifications and practical knowledge of relevant industry standards.
