Role Overview

The Bureau of the Comptroller and Global Financial Services (CGFS) seeks a Financial Analyst to support Post Support Services (PSS), which play a critical role in delivering financial management including vouchering, attendance tracking, accounting, reconciliation, financial systems analysis, and reporting. This role supports overseas missions in challenging environments.

Key Responsibilities

  • Provide transactional accounting, comprehensive financial management analysis, and reporting for Post management and associated Bureaus.
  • Use financial systems like RFMS, Global BI, and GFMS to record and monitor transactions, ensuring 477 charge accuracy and correct account postings.
  • Collaborate with Posts and external entities to create precise ICASS budgets and workload counts; analyze financial system trends and report findings at all management levels.
  • Develop financial plans and budgets for posts with DOS-approved tools (WebICASS, WebRABIT, OBO/RPA), following guidance from Regional/Functional Bureaus.
  • Prepare scheduled or ad hoc financial reports as requested by Post Management or Bureaus.
  • Process Advice of Allotments (AOAs) funding and allocation through RFMS for Operating Allowance accounts.
  • Manage procurement actions and grants with ILMS/Ariba and SAMS; enter obligations manually in financial systems when interfaces are unavailable.
  • Support contracts completion by providing fiscal data to Posts or Bureaus.
  • Administer travel funding including requests, advances via E2, and obligation transmittals.
  • Track staff travel advances to ensure timely order closure, collections, and outstanding advance resolution.
  • Perform periodic audits of Status of Funds and Obligations reports from RFMS/C and Global Business Intelligence, reviewing travel-related obligations and advances, and validate unliquidated obligations for potential de-obligation.
  • Maintain professional and courteous communication with customers, coworkers, and management.

Systems and Tools

Familiarity with Microsoft Office suite (Excel, Word, Outlook, Teams, Access) and specialized financial systems including RFMS, GFMS, RPA, GBI, IBIS, WebICASS, WebRABIT, E2 Travel, and ILMS is essential.

Qualifications

  • A bachelor's degree (BA/BS) from an accredited institution in Financial Management, Business Administration, or a related area, or a combination of education and relevant experience.
  • A minimum of two years of relevant experience is required; prior work in Department of State Financial Management is strongly preferred.
  • Attention to detail and robust analytical, verbal, written communication, and organizational capabilities.
  • Proven customer service skills supporting financial management staff or clients with responsiveness and precision.
  • Experience with financial management in overseas posts (embassy or consulate), including budgeting, financial analysis, and understanding the ICASS process, is advantageous.

Additional Details

  • Work Schedule: 8-hour day shifts with a 45-minute unpaid lunch break, onsite attendance mandatory. Additional hours and occasional local or international travel might be required, subject to approval.
