Worley is hiring an Estimator II to join its collaborative team in Navi Mumbai. The role supports delivery of complex projects for clients while building deeper experience in project cost estimating within the energy, chemicals, and resources sector.

What the role involves

This position centers on converting project scope into capital and operating cost estimates across project phases such as Identify, Assess, Select, Define, and Execute. The work includes estimating engineering, procurement, construction, implementation, commissioning, start-up, project risk contingencies, market movement impacts, and owner’s costs.

  • Build estimating methods for deriving quantities from design inputs.
  • Support project teams with scenario comparisons, uncertainty analysis, sensitivity checks, and risk-based cost reviews.
  • Review and assure cost estimates, using historical performance, industry norms, and KPI benchmarks.
  • Develop estimates for prospect scopes, from Type 0 through Type 4.
  • Coordinate with Planning and Cost Engineering teams so schedules and cost outputs stay aligned.
  • Organize estimate kick-offs and review meetings with stakeholders.
  • Create an Estimate Plan describing the estimating approach and an Estimate Basis explaining how the estimate was prepared.
  • Help gather actual cost performance data, normalize it, and build useful metrics and benchmarking material for later use.
  • Prepare benchmarking packs to compare top-down estimate outcomes against internal and external reference data.
  • Use IPA forms and reports to compare Shell projects with industry datasets.
  • Apply TECOP profiling to determine suitable deterministic cost contingency.
  • Support deterministic cost models and probabilistic cost analysis.
  • Assist with presentations and dashboards for project teams.
  • Maintain estimates, benchmark information, and related reference data in SharePoint.
  • Provide assurance and challenge on detailed Type 4 project estimates where required.
  • Incorporate actual costs to date plus detailed MTOs from IFC design packages, matched with pricing and construction unit hours, to determine remaining project costs.
  • Use suitable deterministic or probabilistic risk tools to complete uncertainty and sensitivity analysis and set contingencies.

Candidate profile

The ideal applicant should have an engineering degree and/or a cost estimating certification, or equivalent hands-on experience. A background of 5 to 8 years in cost estimating is expected, preferably in Oil & Gas, especially operating refineries or petrochemical plants, and on small capital project portfolios.

  • Strong working knowledge of cost estimating tools and methods.
  • Solid experience with ASPEN TECH estimating tools.
  • Practical exposure to cost risk analysis using deterministic and probabilistic techniques.
  • Ability to source, interpret, and apply benchmark data.
  • Excellent analytical, verbal, and written communication skills.
  • Self-driven team player with a proactive working style.
  • Advanced MS Excel capability.
  • Comfort with the Microsoft Office suite, including Word, PowerPoint, and Outlook.
  • Preferred experience in electrical projects or petrochemical plant turnarounds.
