Role Overview

Join our Strategy & Performance Team to support the development of a progressive, competitive, and sustainable HR system aimed at attracting, retaining, and nurturing a future-ready workforce. You will be instrumental in creating, reviewing, and implementing policies and frameworks relating to compensation, manpower planning, and performance management.

Key Responsibilities

  • Assist in crafting the Annual Pay Plan Proposal by preparing market benchmark data derived from relevant industry surveys.
  • Develop pay simulation models addressing Performance Bonuses, Merit and Promotion increments, and Salary Adjustments to ensure competitiveness of base pay and total cash compensation.
  • Oversee the administration and processing of all salary-related transactions including bonuses and increments, monitoring cost implications to maintain the budget.
  • Support the yearly manpower planning process by projecting manpower needs and executing manpower plans.
  • Coordinate preparation of manpower-related documents, presentations, and responses for both internal and external stakeholders, including materials for Reinvestment Funds exercises.
  • Generate and maintain regular and ad hoc manpower reports, such as organizational charts, manpower summaries, employee movement analyses, and related HR analytics for stakeholders.
  • Stay updated on Public Sector Manpower Management Frameworks and Sport Singapore's priorities influencing manpower planning.
  • Contribute to designing, reviewing, and implementing the organization's performance management framework to align with organizational objectives and public sector standards.
  • Manage the annual performance appraisal cycles, facilitating calibration and review sessions.
  • Provide expert advice to HR Business Partners and recruiters on compensation, performance, and manpower issues.

Candidate Requirements

  • Minimum 5 years of relevant experience in HR focusing on performance management, compensation, or manpower planning.
  • Possession of IHRP certifications is advantageous.
  • Experience thriving in a dynamic, fast-paced work environment.
  • Advanced proficiency in Microsoft Excel, including use of formulas, pivot tables, VLOOKUP, and forecasting, along with competency in Microsoft PowerPoint and Word.
  • Experience with analytics tools such as Tableau is beneficial.
  • Strong teamwork skills with a customer-centric approach, urgency, meticulous attention to detail, excellent organizational capabilities, and ability to collaborate across all leadership levels.
  • Independent, adaptable, and innovative thinker with a strong process-oriented mindset and solid numerical and analytical abilities.
  • Comfort navigating ambiguity, digital savviness, and excellent communication and interpersonal skills.
  • A passion for sport demonstrated by an active lifestyle and personal advocacy for sporting engagement.
