Project Manager-Lead, Lead Hazard Reduction Program

Overview

This opportunity is for a Project Manager-Lead position contracted through Knowledge Services, a workforce management company based in Indianapolis with over 25 years' experience. Employment benefits will be provided by Knowledge Services, not directly through the City of Indianapolis.

Position Summary

The Project Manager-Lead is responsible for supporting the development and execution of the Lead Hazard Reduction Capacity Building program that complies with HUD regulations and city protocols, targeting support to low and moderate-income households. Key duties include researching, planning, and authoring procedures and policies relating to the HUD grant. This role involves managing federal grant programs for the City, collaborating with diverse departments and agencies, ensuring compliance with HUD standards, and integrating with the Homeowner Repair Program. This is a contracted role paying for up to 40 hours per week, with potential eligibility for hybrid work after 90 days.

Responsibilities

• Co-develop and oversee policies and procedures for the lead hazard reduction program in alignment with HUD regulations.
• Assist in regular compliance monitoring to ensure adherence to HUD standards.
• Design and implement workflows for participant engagement and marketing lead-safe housing to families with young children.
• Collaborate with the Homeowner Repair Team to integrate systems while differentiating lead-specific activities for tracking.
• Strengthen local contractor capacity through training coordination and outreach, including managing RFQ and bidding processes.
• Promote and support lead-safe renovation and maintenance practices.
• Facilitate cooperation between health and housing sectors and partner with community organizations, health agencies, and academic institutions.
• Manage grant fund expenditures at the contract level and assist in grant applications and regulatory compliance.
• Prepare required internal and external reporting such as Federal Cash Transaction and MBE/WBE reports.
• Perform additional duties as assigned by management.

Qualifications

• Preferred bachelor's degree in Public Administration, Planning, Business Management, or related areas such as Public Health, Social Work, or Environmental Sciences.
• At least one year of direct community development or grant administration experience, or an equivalent combination of education and experience.
• Successful completion of HUD Lead Hazard Control training and licensure as Lead Inspector within 120 days of hiring.
• Strong communication skills, including speaking, writing, and listening.
• Familiarity with city government operations and local development and nonprofit sectors, or ability to quickly acquire this knowledge.
• Effective relationship-building skills with private contractors and business stakeholders to support lead hazard reduction initiatives.
• Ability to concurrently manage multiple projects.
• Computer proficiency and willingness to attend occasional meetings outside the office, including evenings.

Working Conditions

• Primarily office-based work with standard working environment.
• Some out-of-office business meetings and community engagement sessions during evenings.
• Sitting most of the day with occasional light lifting (5-10 pounds).
• Extended computer use requiring visual, hearing, and communication abilities.
