Role Overview
We are in search of a skilled and meticulous Procurement Engineer specializing in Civil and Structural disciplines to contribute to our road project based in Riyadh, Saudi Arabia.
Qualifications
- Bachelor’s degree in Civil Engineering, Structural Engineering, or pertinent fields.
- At least eight years of procurement experience within large infrastructure projects such as highways, bridges, transportation, or civil construction.
- In-depth knowledge of civil and structural materials including concrete, reinforcement steel, structural steel, precast items, aggregates, and geotechnical materials.
- Expertise in evaluating technical bids, managing suppliers, subcontractor procurement, and contract management.
- Capability to interpret engineering drawings, specifications, Bill of Quantities (BOQs), and procurement documentation.
- Strong grasp of procurement procedures, commercial conditions, and supply chain management.
- Effective negotiation and communication skills alongside competent stakeholder engagement abilities.
- Proficiency in ERP software and Microsoft Office tools.
- Fluency in English, both written and spoken.
- Prior experience working on projects in the Middle East, particularly Saudi Arabia, is highly desirable.
Key Responsibilities
- Oversee procurement processes related to civil and structural materials, equipment, and subcontract packages aligned with project timelines and specifications.
- Review technical specifications, drawings, BOQs, and material requests to ensure precise procurement planning.
- Prepare Request for Quotations (RFQs), analyze technical and commercial bids, and engage in supplier negotiations.
- Collaborate with engineering, planning, construction, and commercial departments to determine procurement priorities and requirements.
- Conduct detailed technical bid assessments ensuring adherence to project specifications, quality standards, and contractual obligations.
- Identify and prequalify vendors, manufacturers, and subcontractors for materials such as concrete, steel structures, precast components, reinforcement steel, and aggregates.
- Monitor procurement schedules to guarantee punctual delivery of resources and services, thus supporting project milestones.
- Maintain oversight of procurement progress, supplier performance, and delivery tracking; regularly report updates to project leadership.
- Assess material submittals, technical data sheets, certifications, and compliance documents prior to procurement approval.
- Contribute to value engineering efforts, identifying cost-saving opportunities without impacting quality or project requirements.
- Coordinate logistics, expedite deliveries, facilitate inspections, and manage material approval workflows.
- Ensure all procurement activities adhere to company policies, project guidelines, and contractual stipulations.
