Job Overview

We are seeking a Material Controller I to assist in the management of received supplies, ensuring proper availability, allocation, and dispatch of materials to maintain seamless site construction progress.

Key Responsibilities

  • Support storekeepers in inventory management to guarantee smooth construction operations.
  • Adhere strictly to HSSE policies, procedures, and relevant legislation when performing duties.
  • Implement health and safety protocols while operating tools, machinery, and equipment.
  • Follow and enforce Material Management policies and procedures.
  • Coordinate with procurement, expediting, logistics, and construction teams regarding material arrival schedules; promptly communicate any delivery delays to site construction teams.
  • Send advance notifications about material delivery schedules to site teams through daily reporting.
  • Gather and document all relevant documentation related to materials received, such as un-priced purchase orders, shipping notices, packing lists, material test certificates, inspection releases, and shipping releases; organize necessary activities to facilitate receipt.
  • Conduct inspection and verification of incoming materials against purchase orders, packing lists, and shipping release notes.
  • Arrange unloading operations in designated areas and ensure proper handling, tagging (part number, heat number, PO number), and placement of materials within warehouses or laydown areas according to layout (bin locations).
  • Implement minimum preservation and general care measures to protect materials on-site, including covering small items and ensuring closable containers for liquids.
  • Separate expired materials like lubricants, chemicals, and consumables by allocating them to designated areas.
  • Maintain and update the Site Material Control System (SMCS) to reflect receipt, storage location, inventory status, transfers, and material issue/receipts.
  • Prepare Material Receipt Vouchers (MRV) and Out of Specification/Non-Delivery (OSND) reports; follow up for resolution as needed.
  • Manage quarantine materials by proper identification, labeling, storage, preservation, and reporting.
  • Issue materials as requested via approved Materials Issue Voucher Requests (MIV).
  • Keep records of available and issued tools such as tape measures, hammers, pliers, screwdrivers, and hacksaws.
  • Facilitate material transfers between sites when required.
  • Supervise subcontractor staff, material controllers, storekeepers, riggers, and drivers.
  • Participate in internal and external audits, notably with clients and PIL; implement corrective actions to ensure compliance.

Surplus and Scrap Material Handling

  • Manage scrap and surplus materials returned from site teams, processing Material Return Slips and integrating returns into inventory.
  • Collect essential documentation for surplus material sales, including material test certificates and safety data sheets.
  • Upon completion of construction, conduct physical inspections to identify surplus and scrap materials.
  • Assist in generating Surplus Material Reports (SMR) to support disposal and sales activities.

Qualifications and Experience

Candidates should possess a Bachelor’s degree or Diploma in science or engineering with 3 to 5 years of relevant experience, preferably in EPC or the Oil & Gas sector. A certification in materials management is advantageous. Basic computer skills are required.
