About People in Need and the Ethiopia Programme
People in Need (PIN) is an international non-profit that delivers humanitarian aid and development support globally, adopting a triple nexus strategy that integrates humanitarian, development, and resilience efforts, emphasizing systems strengthening, facilitating local leadership, and aiding civil society. PIN has been operating in Ethiopia since 2003, partnering with communities, local organizations, and public institutions to foster sustainable development and enhance the well-being of people across the country. Through a mixture of immediate assistance and long-term, system-focused programming, PIN aims to boost resilience, widen access to key services and economic opportunities, and empower locally driven solutions. Operating under a Relief and Development strategy, PIN works across multiple regions in Ethiopia with a range of institutional donors and partners.
The Role Overview
The Compliance and Systems Director (CSD) is a senior management team member in the country programme, alongside the Country Director and Head of Programmes. The CSD is accountable for ensuring effective and efficient delivery of the country programme by leading organizational compliance and providing staff guidance on internal and external regulatory requirements. This includes guaranteeing that donor contracts and PIN procedures are accurately interpreted and enforced. The CSD manages and improves supporting systems across logistics, procurement, finance, and human resources to assure a conducive operational environment that meets accountability standards of PIN and its donors. Additionally, the CSD directs the development and capacity building of staff within these departments.
Reporting Relationships
The CSD reports directly to the Country Director and receives technical supervision from the Regional Head of Systems and Operations at headquarters. At the country level, the CSD manages the Head of Finance, Head of Operations, and HR Manager or equivalent roles if vacant, and collaborates closely with Deputy Country Director for Programmes and Project Managers. At HQ level, the CSD coordinates with the Regional Logistic Coordinator, Regional HR Coordinator, Finance Coordinator, and relevant regional and compliance departments.
Key Responsibilities
- Strategic leadership: Assist the Country Director in overall programme management, actively engaging in senior management meetings and decision making.
- Ensure procedures and regulations support the country programme strategy transparently and in compliance with donor and PIN rules.
- Represent PIN to local authorities, donors, partners, and other stakeholders.
- Manage staffing adequacy and develop a positive culture emphasizing respect, responsibility, transparency, and teamwork.
- Promote efficient communication and information flow between operations and programmes.
- Finance and accounting: Oversee the finance team’s capacity and continuous professional development.
- Ensure adherence to financial and administrative procedures, including use of financial systems (ELO, Navision).
- Guarantee budgetary compliance, financial reporting, and resource allocation efficiency.
- Supervise budgeting, expenditure monitoring, and partner financial assessments.
- Support audit processes and annual accounting closure.
- Prepare and monitor the country programme operational budget.
- Procurement: Lead procurement team, update guidelines, and enforce compliance with donor and PIN policies.
- Implement procurement systems mindful of corruption risks and update annual procurement plans.
- Conduct periodic audits of procurement processes to detect issues.
- Logistics: Manage logistics team capacity and development.
- Implement oversight mechanisms to prevent corruption.
- Oversee logistics budgets, asset registries, inventory control, fleet planning, and cost monitoring.
- Human resources and capacity development: Supervise HR team ensuring adequacy and ongoing training.
- Ensure adherence to HR procedures, staff recruitment, induction, evaluations, contract terminations, and administration.
- Collaborate with HQ HR on audits, procedure improvements, and respond proactively to staff concerns.
- Lead salary scale management, succession planning, and development for key personnel.
- Compliance: Ensure timely and proper tax payments and exemptions.
- Manage permits, licenses, registrations, contract templates, and document archiving relevant to finance, procurement, and HR.
- Maintain familiarity with donor compliance requirements and act as communication liaison.
Qualifications and Experience
- University degree preferably in Finance, Economics, Logistics, Public Administration, Law, or a related field.
- Proven experience managing systems in finance, procurement, administration, and human resources.
- Strong collaboration skills with senior management to align systems with programme goals.
- Expertise in financial management including budgeting, reporting, and donor compliance.
- Knowledge of procurement and logistics processes including asset management and fleet planning compliant with donor rules.
- Experience overseeing HR operations comprising capacity building, evaluations, and salary management compliant with laws and policies.
- Team development skills across multiple operational departments.
- Excellent problem-solving, communication skills with fluency in English (spoken and written).
- Proficiency in IT, advanced Excel skills, and experience with accounting and economic software.
Compensation and Benefits
- Competitive salary in line with PIN’s scale, estimated between 3250 and 3600 EUR gross monthly, depending on experience.
- Additional monthly subsistence allowance of 1440 EUR.
