Context and Environment
The Assistant Manager - Projects & Maintenance at the plant collaborates extensively with diverse internal teams and external stakeholders. This includes coordination with TotalEnergies headquarters on capital expenditure long-term plans involving statutory, security, safety & environmental considerations, development, productivity, maintenance & renewal, and CO2e reduction initiatives. The role also oversees asset integrity management by interacting with OEMs, local inspection agencies, facility management contractors, and authorities to secure necessary project approvals.

- Implement process optimizations per given instructions.
- Demonstrate strong communication, negotiation, and influencing abilities to lead efforts effectively.
Core Responsibilities
- Lead maintenance and project planning/execution aligned with production, safety, and resource efficiency goals.
- Ensure compliance with HSEQ and foster innovation through contractor management and local authority collaboration.
- Support and advance TELBU’s vision, mission, and HSSEQ policies consistent with group standards and company rules.
- Guarantee full regulatory compliance with entities such as JAFZA, Dubai Municipality, Dubai Ports, Civil Defense, Customs, and SIRA; maintain required project permits.
- Uphold company ethics and compliance programs, promptly reporting violations related to fraud, corruption, economic sanctions, or export controls.
- Maintain QMS, EMS, HS-MS, and EnMS standards, including procedures for permit to work and management of change processes.
- Develop technological risk assessments and FMEA for plant processes, equipment, utility, and storage facilities.
- Prepare and finalize annual Capex Long-Term Plans with key stakeholders; develop project technical specifications and oversee tender evaluations.
- Manage project execution including MOC processes, vendor collaboration, risk assessments, permit-to-work adherence, and project safety reviews.
- Monitor project timelines, budgets, payment schedules, and deliver presentations during departmental and management reviews.
- Oversee OPEX budgeting and maintenance programs using CMMS tools, facility management, and supplier development.
- Ensure comprehensive asset integrity management, performing risk assessments and corrective tracking as needed.
- Coordinate internal and external audits (ISO standards, group audits, IATF, insurance audits) and implement follow-up action plans.
- Drive manufacturing excellence by applying lean methods such as DMAIC, 5S, and KAIZEN; lead CO2e reduction initiatives.
- Meet defined KPIs for Projects & Maintenance ensuring safety and continuous improvement.
Candidate Profile
- Degree or diploma in engineering disciplines (preferably mechanical, electrical, or instrumentation).
- AutoCAD certification is advantageous.
- Strong proficiency with MS Office.
- Certified Project Management Professional (PMP) preferred.
- Demonstrated team and contractor management capabilities alongside negotiation skills.
- Expertise in electrical, electronics, mechanical engineering; experience with industrial process control systems and asset integrity management.
- Knowledge of packaging, process, and utility equipment troubleshooting.
- Experience in multi-discipline project management, particularly brownfield project execution.
- Familiarity with energy management and ISO standards (9000, 14000, 45001, 50001), AutoCAD, and MS Project.
- Fluent in English.
- 8–10 years of hands-on experience in project and asset integrity management, ideally in multinational lubricant blending plants.
