Water Utilities Tender Manager

Role Overview

The Water Utilities Tender Manager will be based at the Dubai headquarters in the UAE, responsible for driving the tender process in water-related projects including seawater desalination and wastewater treatment.

Key Responsibilities

• Lead the preparation, review, and submission of tender proposals and associated documents.
• Identify and evaluate prospective EPC partners and subcontractors using approved assessment methods.
• Engage throughout project business development and tender phases for seawater desalination and wastewater projects, conducting risk assessments on upcoming opportunities.
• Collaborate with technical sales, supply chain, and EPC partners to formulate competitive tender strategies addressing scope, schedule performance, and contractual terms.

Candidate Requirements

• Chinese nationality with a Bachelor’s degree in seawater desalination, environmental engineering, marine engineering, or wastewater treatment; advanced degrees preferred.
• Proficient in Microsoft Office (Word, Excel, PowerPoint) and fluent English skills for business communication and documentation.
• Experience in overseas water project tendering or related project management, with sound knowledge of related technologies and tender procedures.
• Familiarity with international project tender workflows and standardized tender document preparation, inclusive of design, procurement, and subcontractor management processes.
• Strong stress tolerance, excellent teamwork abilities, effective communication, and proficient negotiation skills.
