About the Company and Project

This role offers a chance to contribute to a cutting-edge landmark project in Rwanda, specifically within a major aviation scheme where Mace has provided Project Management Consultancy services to expand passenger capacity and enhance overall airport operations.
Core Responsibilities
- Develop and execute a comprehensive Project Commissioning Management Plan covering civil, structural, MEP, and specialized systems packages.
- Create and sustain a detailed commissioning schedule integrated with the master construction timeline, encompassing pre-commissioning, commissioning, and combined testing phases.
- Lead the Commissioning Coordination Group (CCG) to manage interfaces between contractors, designers, and airport operators during commissioning.
- Supervise preparation and conduct of factory acceptance tests (FAT), site acceptance tests (SAT), and integrated systems testing (IST).
- Maintain the Commissioning Tracker to monitor completion of test certifications, witnessed tests, and sign-offs on acceptance criteria.
- Liaise with regulatory authorities such as RCAA, ICAO, and others for inspections, certifications, and operational approvals.
- Oversee snagging and resolution of defects during commissioning, ensuring timely close-out of outstanding items.
- Coordinate operator familiarization, training programs, and trial operations before practical completion.
- Manage handover of comprehensive commissioning documentation including operation and maintenance manuals, test records, warranties, and spares lists to the airport operator.
Candidate Requirements
- At least 10 years of experience managing testing and commissioning on large infrastructure, aviation, or complex building projects.
- Demonstrable expertise commissioning complex MEP systems such as high and low voltage distribution, HVAC, fire protection, standby power, and specialized systems like BMS, SCADA, and BHS.
- Previous airport commissioning experience and familiarity with RCAA or similar regulatory bodies is highly preferred.
- Knowledgeable in structured commissioning methods and documentation standards.
- Degree Holder in Engineering disciplines such as Mechanical, Electrical, or Systems Engineering; professional memberships are advantageous.
- Strong organizational and program management abilities to handle multiple simultaneous commissioning workflows.
