About the Role

The Oklahoma Department of Mental Health and Substance Abuse Services is seeking an experienced and dynamic Senior Learning and Development Specialist. This role centers on designing, delivering, and assessing effective learning initiatives that align with organizational objectives and foster employee development.

Key Responsibilities

Develop and execute training programs grounded in adult learning principles.
Lead engaging sessions both in-person and virtually, continually refining instructional methods and content.
Create diverse learning materials including instructor-led, virtual instructor-led, e-learning, microlearning, and hybrid programs.
Produce supplementary aids such as job aids, learning guides, assessments, and supportive tools for performance enhancement.
Maintain course documentation including outlines, storyboards, design templates, and style standards.
Manage and enhance supervisory training courses agency-wide, tracking compliance with annual requirements.
Partner with subject matter experts to identify skill gaps and propose effective training solutions.
Gather and analyze data to inform learning priorities and staff training needs.
Conduct comprehensive needs assessments across the agency for proposing new training initiatives.
Build and maintain effective relationships with facility training coordinators and staff.
Administer the Learning Management System, ensuring content organization and integration with authoring platforms.
Align learning strategies with the organization's goals, talent development programs, and competency frameworks.
Collect learner feedback and performance metrics to continuously improve training content and delivery.

Qualifications and Experience

Bachelor's degree in Instructional Design, Education, or a related discipline preferred.
Minimum of 3 years experience in crafting training programs or e-learning modules.
Project management skills to handle training initiatives.
Familiarity with leadership development, coaching, and succession planning frameworks.
Proficiency in course development tools like Articulate 360 Suite and Adobe Creative Cloud.
Understanding of SCORM standards and e-learning accessibility requirements.
Strong knowledge of adult learning theories and methodologies.
Minimum qualifications include a bachelor’s degree with relevant education or training experience and additional experience in training software applications, or equivalent education-experience combinations, or a master’s degree in adult education or human resources development plus relevant software experience.

Job Details and Compensation

This full-time position is based in the Oklahoma City office.
There is one vacancy available.
Annual salary is $61,350.
Employment status is non-exempt under the Fair Labor Standards Act.
