Senior Budget Analyst

About the Role

The Senior Budget and Reporting Accountant at the Human Resources Department of Ras Al Khaimah Government plays a key role in preparing and reviewing government budget estimates, ensuring their accuracy and consistency with designated priorities, policies, and methodologies. This position oversees monitoring the execution of budgets, compliance with financial allocations, and produces financial analyses, reports, and forecasts to support strategic decision-making.

Key Responsibilities

• Assist in preparing the overall government budget and reviewing financial estimates submitted by government entities.
• Analyze operating and capital revenues and expenditures, evaluating their alignment with governmental plans and strategic priorities.
• Track budget execution and ensure conformity with approved estimates and financial allocations.
• Examine requests for budget amendments, transfers, and additions, confirming the justifications and supporting documentation.
• Develop financial reports, conduct analyses and forecasts, and deliver recommendations to enhance decision-making and optimize spending efficiency.
• Offer technical guidance to government entities regarding budget formulation and implementation.
• Monitor financial performance metrics and link financial appropriations to specific programs and outputs.
• Participate in the development of budget preparation and control tools, financial models, and systems.

Required Qualifications and Experience

• Bachelor's degree in Finance, Accounting, or a related discipline.
• Between 3 to 5 years of hands-on experience in public sector budgeting or financial analysis within government frameworks.

Preferred Attributes and Skills

• Professional certifications such as CMA or ACCA are advantageous.
• Strong proficiency in both Arabic and English, in written and spoken forms.
• Advanced capabilities in financial analysis and use of analytical reporting tools.

Technical Skills

Expertise with financial reporting, forecasting, performance-based budgeting, and analytical software such as Power BI and Power Pivot are critical.
