Proposal Engineer

Overview

We are seeking a seasoned Proposal Engineer to oversee and manage the full lifecycle of proposal and tendering activities for EPC projects focused on water, wastewater, municipal, and oil & gas sectors based in Sharjah, UAE. This role involves collaborating with multidisciplinary teams to produce competitive and compliant technical and commercial proposals that support business expansion.

Key Responsibilities

• Lead and manage the end-to-end proposal and tender processes for EPC assignments.
• Analyze and evaluate RFPs, RFQs, and tender documents to develop strategic bid approaches.
• Prepare, review, and finalize technical and commercial bid submissions.
• Coordinate effectively with engineering, procurement, sales, and project departments to align proposal inputs.
• Organize timelines to ensure punctual bid deliveries.
• Examine process designs, PFDs, P&IDs, BOQs, and estimate costs accurately.
• Provide technical and commercial advice regarding bid or no-bid decisions.
• Foster and maintain strong relations with clients, vendors, and subcontractors.
• Guarantee all proposals meet client specifications and internal standards.
• Engage in client presentations, meetings, and negotiation discussions pre-award.
• Lead post-bid analyses focusing on lessons learned and process improvements.
• Mentor junior proposal engineers and supporting staff to build team expertise.

Qualifications and Experience

• A Bachelor's or Master's degree in Mechanical, Chemical, Environmental Engineering, or closely related fields.
• A minimum of 15 years' experience in proposal engineering and managing tenders.
• At least 5 years in leading proposal teams within EPC environments.
• Proficient in EPC water and wastewater treatment projects with hands-on technology experience including UF, RO, SWRO, ZLD, STP, ETP, DM, MBR, and MBBR systems.
• Strong grasp of process engineering fundamentals, equipment selection, cost estimation, and budgeting.
• Knowledge of Middle East engineering standards and project frameworks.
• Experience using proposal management software, AutoCAD, and MS Office tools.
• Excellent communication, leadership, and stakeholder engagement skills.
• Familiarity with UAE and GCC project costing preferred.
