About the Role

As a Project Engineering Manager for offshore projects based in Doha, Qatar, you will be instrumental in leading engineering efforts across various project stages in the energy and hydrocarbon fields.
Key Responsibilities
- Define and implement the engineering execution framework for projects, including all related procedures, deliverables, workflows, and interface coordination.
- Lead and coordinate multi-disciplinary engineering teams through feasibility, concept, front-end engineering design (FEED), and detailed design phases.
- Oversee preparation and ensure quality of engineering deliverables aligned with scope, standards, schedules, and customer requirements.
- Review and endorse engineering execution strategies, organizational structures, and responsibilities across disciplines.
- Develop and apply the Engineering Management Plan, ensuring safety and sustainability considerations are integrated across project lifecycles.
- Manage Technical Value Improvement Practices such as technology selection, value engineering, energy optimization, and reliability assessments.
- Ensure seamless coordination and interface management across engineering disciplines, internal teams, licensors, contractors, and stakeholders.
- Supervise engineering-procurement-construction interfaces and resolve technical issues and inter-disciplinary conflicts promptly.
- Guarantee compliance with Worley standards, international codes, and client specifications, while maintaining document control and engineering quality assurance processes.
- Lead design reviews, safety assessments, technical assurance activities, and ensure Technical Peer Reviews are scheduled and budgeted effectively.
- Serve as the primary technical liaison with customer management teams, supporting safe, timely, and budget-compliant project execution.
- Monitor engineering progress against planned schedules and budgets, manage risks proactively, and provide technical and commercial input to optimize project outcomes.
- Champion health, safety, security, environment, and quality culture within engineering activities and ensure designs meet regulatory and environmental standards.
- Guide, mentor, and develop multi-location engineering teams, fostering collaboration and continuous improvement.
Education and Qualifications
- Bachelor's degree in any Engineering discipline from an accredited university.
- Chartered Professional Engineer (CPEng) status or actively pursuing it is preferred.
- Mandatory Ministry of Municipality and Environment (MME) engineering accreditation, or commitment to obtain it during probation.
Experience and Competencies
- Extensive experience in oil & gas, petrochemical, or energy projects.
- Demonstrated track record as a Project or Engineering Manager in Pre-FEED, FEED, and detailed engineering projects over the past five years.
- Proven capability managing multi-disciplinary and geographically diverse engineering teams.
- Strong knowledge of engineering governance, execution planning, design assurance, and cross-discipline integration.
- Experience managing engineering deliverables, specifications, design reviews, and project lifecycle stages from Pre-FEED through EPC.
- Familiarity with industry standards, customer requirements, risk and change management, and decision-making in complex environments.
- Excellent leadership qualities, communication skills, and aptitude for resolving technical and commercial challenges.
