This role involves supporting the NATO Communications and Information Agency (NCIA), headquartered in Brussels, which ensures secure and effective communication and IT services for NATO members and partners. NCIA's scope includes cybersecurity, command and control systems, satellite communications, electronic warfare, and IT infrastructure management.

Program Context

The Assistance and Advisory Service (AAS) program is part of NCIA’s mission to deliver and maintain NATO’s enterprise-wide information technology infrastructure, enabling coordinated consultation and defense among allies. The workforce consists of NATO civilians, military personnel, and Interim Workforce Consultants (IWCs), who represent about 15% of the total staff. This role falls within the IWC category.

Key Responsibilities

Perform fault diagnosis and troubleshooting using the IT and Data Management Services Management System, locally and remotely.
Support and supervise routine maintenance for infrastructure, management appliances, and associated NSATU IT/Data equipment.
Maintain and update system documentation to reflect changes in configuration and operational procedures.
Assist with backup and restore processes, ensuring validation and execution for relevant devices.
Provide remote support to maintain service continuity through fault diagnosis and intervention.
Coordinate with internal and external stakeholders to effectively manage support, maintenance, and service activities.
Contribute to incident, change, and release management execution.
Generate transparent, auditable reports on service performance against defined KPIs.
Enable continuous monitoring of service health, availability, and operational risks to assist decision-making and performance evaluation.
Produce initial notifications, regular status updates, and post-incident reports, including root cause analyses and corrective actions for high-priority incidents.
Deliver KPI measurement data, dashboards on service status, active incidents, and performance trends.
Identify and propose opportunities for service and efficiency enhancements while tracking corrective and preventive actions.
Analyze recurring issues and trends to drive long-term improvements.

Required Qualifications and Skills

Cisco Certified Network Associate (CCNA) or an equivalent credential.
Strong expertise in Cisco routing and switching technologies, including configuration and troubleshooting of Cisco routers and switches.
Comprehensive understanding of network security principles and best practices.
Experience with fault diagnosis across various management platforms such as HP Openview, Netscout, and Cisco Works.
Proficiency operating network automation and orchestration tools like HP Network Automation or equivalents.
Experience managing network monitoring and event management systems, ideally CA Spectrum, HP Openview, and Splunk.
Knowledgeable in IP Differentiated Services QoS in network environments.
In-depth familiarity with OSPF and BGP protocols, including multi-area architectures, BGP confederations, and route reflectors.
Working knowledge of EIGRP and IS-IS protocols.
Capability to implement and manage LAN technologies such as HSRP, STP, VLANs, DHCP Snooping, ARP Inspection, and Port Security.
Experience with network authentication and authorization technologies including Secure ACS 5.x, 802.1x, MACSEC, RADIUS, and TACACS+.
Effective interpersonal skills for collaboration in multinational, multidisciplinary teams.
Ability to work independently with minimal supervision, and also contribute productively within a team.
Strong analytical and problem-solving abilities with a focus on results.
Ability to professionally interact with users, stakeholders, and technical teams.
High motivation, adaptability, and professional integrity.
Practical understanding of NATO command structures, roles, and organizational context.
Detailed knowledge of NATO Enterprise Architecture and DCIS services covering OSI layers 1 through 7.

Desirable Qualifications

Cisco Certified Network Professional (CCNP) - Core exam and additional concentration exam in Enterprise.
Cisco Certified Technician (CCT) Routing and Switching.
CompTIA Network+ certification.

Language and Communication

Fluency in English is required to at least NATO SLP 3333 level (good professional), according to STANAG 6001 standards. Effective verbal and written communication skills to deliver clear briefings and articulate complex technical issues are essential.

Work Environment and Conditions

Position is based in Wiesbaden, Germany.
Work is conducted on-site with some travel to other NATO facilities expected.
A valid national or NATO Cosmic Top Secret personal security clearance is required.
