About the Ministry and Division

The Rehabilitation, Protection and Residential Care (RPR) Division operates within the Rehabilitation and Social Mobility Policy Directorate at the Ministry of Social and Family Development (MSF), Singapore. RPR is instrumental in shaping policies, strategies, and legislation focused on the specific needs of vulnerable groups through rigorous research, community involvement, and coordinated efforts with stakeholders. This division also serves as the Secretariat for the Inter-Ministry Committee overseeing Singapore's compliance with the United Nations Conventions on the Rights of the Child. Role Overview

This position is part of a proactive team dedicated to enhancing evidence-based policymaking and elevating the division's analytical expertise.

Key Responsibilities

• Collaborate with policy teams to define key issues and set analytical priorities.
• Lead the planning and management of the RPR's research and analytics agenda to support policy and legislative evaluations aligned with MSF's strategic goals.
• Execute research and analytic projects to glean insights into trends, influencing factors, and the effectiveness of interventions.
• Engage with academic partners, consultants, and diverse stakeholders on targeted projects, including producing comprehensive reports to guide decision makers and inform the public about support initiatives for vulnerable populations.
• Assist RPR business units by fulfilling data requests that support policy and strategic requirements, ensuring the integrity and cleanliness of data used.

Qualifications and Requirements

• Possession of 2-3 years of relevant professional experience is preferred.
• Proficiency in quantitative methodologies including econometrics and data science techniques.
• Expertise with statistical software such as R, Python, Stata, or SPSS, and Business Intelligence platforms like Tableau.
• Strong analytical and problem-solving abilities suited to a rapid-paced environment.
• Effective communication skills in writing and oral presentations.
• Excellent interpersonal and collaboration competencies, capable of engaging stakeholders across technical and non-technical backgrounds.
• Experience working effectively as part of a team with robust project management capabilities.
• Ability to comprehend business contexts and translate them into defined analytical problem statements.
