Role Overview
The position of Management and Program Analyst involves crafting strategic initiatives for designated Office of Enterprise Data and Analytics (OEDA) programs and collaborating closely with the Division of Strategic Planning and Performance (DSPP) to formulate operational plans. This role encompasses leadership of cross-divisional task forces within the Wage and Hour Division (WHD), aimed at mitigating workload challenges particularly in the Division of Wage Determination (DWD). The position serves as the crucial point of contact with various governmental offices including Congressional Affairs, Public Affairs, and others, ensuring alignment with WHD's mission and facilitating coordinated efforts across national and regional offices.
Key Responsibilities
- Formulate strategic plans and goals for OEDA initiatives, providing direction to ensure consistent alignment with WHD's overarching objectives.
- Lead and execute integrated project teams to tackle program demands, furnishing analytical insights and recommendations to senior leadership.
- Act as liaison among multiple offices within WHD and the Department of Labor (DOL), maintaining communication, coordination, and policy consistency.
- Collaborate with senior officials including Associate and Regional Administrators to guide program planning, design, and implementation.
- Prepare comprehensive reports, analytical documents, and policy recommendations for presentations to senior management and external stakeholders.
- Represent WHD at conferences and task forces, advocating for OEDA's goals across programs.
- Manage and oversee a portfolio of 20 legacy software tools supporting Wage Determination Surveys, ensuring integration and performance monitoring.
Qualifications and Employment Conditions
- Applicants must be U.S. citizens aged 16 or older and meet required security clearances.
- A probationary period applies if prior requirements are unmet.
- Candidates must have at least 52 weeks of specialized experience at or equivalent to the GS-13 federal service level in program and management analysis.
- Specialized experience includes applying quantitative and qualitative analyses to assess program performance, interpreting policies and laws to improve effectiveness, and effectively communicating findings to senior leadership both in writing and orally.
- There is no education substitution for this role; specialized experience is mandatory.
