Role Overview

The Learning and Capability Lead is responsible for designing, implementing, and enhancing the organization-wide learning and development ecosystem, ensuring personnel, leaders, and partners possess the necessary knowledge, skills, and behaviors to support the organization's strategic objectives and mission. The position blends strategic vision with practical delivery, covering frameworks, standards, systems, and learning solutions across various countries and functions within the alliance.

Key Duties

• Develop and continually improve the organizational strategy for learning and capability, aligning it with strategic priorities and workforce planning.
• Create and uphold organizational learning frameworks, methodologies, procedures, and minimum standards that facilitate consistent capability growth across all alliance members.
• Design structured learning paths, certification programs, and professional development plans focusing on technical expertise, leadership, organizational efficiency, and partner strengthening.
• Implement innovative learning methods such as blended and digital learning, coaching models, and communities of practice to enhance performance and knowledge transfer.
• Collaborate with technical teams and partners to reinforce localization, equitable partnerships, and sustainable capacity sharing.
• Serve as the learning and capability specialist, translating organizational needs into scalable solutions in tandem with HR and business leaders.
• Govern and optimize learning platforms and technologies, ensuring they are accessible, compliant, secure, and effectively branded.
• Establish quality assurance processes for all learning products and methodologies to guarantee consistency and ongoing enhancement.
• Lead or coordinate learning initiatives with external experts and partners, ensuring they meet quality standards and organizational goals.
• Analyze learning data and trends to measure effectiveness and advise organizational decision-making and workforce development.
• Foster a culture of continuous learning, innovation, reflection, and knowledge-sharing within the organization and its partners.
• Deliver select essential training and capacity-building sessions for staff and partners when appropriate.
• Promote the organization’s mission, values, safeguarding standards, and social justice and inclusion principles throughout all activities.

Context-Specific Responsibilities

• Manage the organization's entire learning ecosystem, including platforms, digital tools, and communities to ensure effective and harmonious usage.
• Work closely with technical teams to develop learning solutions based on evidence, organizational goals, and partner needs.
• Oversee external learning designers, consultants, and strategic partnerships to ensure alignment with standards and objectives.
• Support ecosystems fostering knowledge exchange, peer learning, and capacity strengthening between the organization and its partners.

Candidate Profile

• Education: Relevant qualifications or equivalent experience in Learning & Development, HR, Psychology, Instructional Design, Knowledge Management, or related disciplines preferred.
• Experience extensively developing and executing organizational learning and talent initiatives within complex settings.
• Proven ability designing learning frameworks and professional pathways that align with corporate strategies.
• Track record managing multi-stakeholder learning projects including external providers.
• Experience enhancing digital or blended learning delivery tools and environments.
• Capability in using analytics and evaluation to refine learning impact and support strategic decisions.
• Fluency in English mandatory; additional languages such as Arabic, Dari, French, Spanish, or Ukrainian advantageous.
• Strong knowledge of adult learning theories, organizational development, change management, and workforce capacity planning.
• Competence in managing learning projects, analyzing data, and influencing diverse stakeholders globally.

Additional Details and Terms

• Location: Applicants must reside in Germany with valid work permits. The organization does not provide relocation assistance.
• Contract Type: Local contract with compensation and conditions aligned with country-specific standards.
