Job Overview

The Public Works Labourer will assist in daily maintenance and compliance operations on roads within the City of Kawartha Lakes, ensuring tasks are performed efficiently, safely, and with environmental responsibility.

Employment Details

  • Permanent, full-time position under CUPE 855 Outside union
  • Reported wage: $31.66 per hour (2026 rate)
  • Location: Multiple Public Works depots across Kawartha Lakes including Eldon/Woodville, Oakwood, Lindsay, Coboconk, Fenelon Falls/Cameron, Burnt River/Sturgeon Point, Bobcaygeon, Emily/Omemee, and Manvers. Travel within the city as per job requirements.
  • Standard working hours: 40 per week; flexible to include extra shifts, evenings, weekends especially during winter.
  • On-call availability required, particularly in winter months.

Primary Responsibilities

  • Assist with day-to-day maintenance of city roads including winter control, road and sign upkeep, storm drain and ditch care under supervision.
  • Monitor city and provincial road standards for compliance, documenting and reporting irregularities.
  • Conduct traffic control functions by installing and maintaining relevant infrastructure.
  • Operate departmental equipment such as snow plows, front end loaders, mowers, chainsaws, and trimmers safely and efficiently.
  • Perform snow plowing, material spreading, and snow removal on roads and sidewalks as needed.
  • Carry out general labour tasks including brush clearing, gravel and patching work, guardrail and sidewalk repair, and vehicle/equipment maintenance.
  • Handle roadside litter and removal of deceased animals or debris.
  • Provide public assistance and information relevant to roads maintenance.
  • Maintain accurate daily timesheets, equipment logs, and hours of work records for supervisor review.
  • Adhere strictly to health and safety protocols including PPE usage.
  • Engage in other related duties assigned.

Team Participation

  • Stay informed on industry trends and contribute suggestions for management’s consideration.
  • Serve as a champion for programs and services in the department.
  • Engage in customer service issue reviews with leadership and assist in problem resolution.
  • Operate sidewalk plows and pickup trucks with plows and loading equipment competently.
  • Perform additional duties as directed by supervisors.

Qualifications & Skills

  • Secondary School Diploma or equivalent educational credential.
  • At least one full winter control season experience, preferably municipal.
  • Preferred ability to operate sidewalk plows, pickup trucks with plows, and material loading machines safely.
  • Experience using small hand tools and equipment such as shovels, chainsaws, and weed eaters.
  • Knowledge of road and sidewalk repair is advantageous.
  • Understanding of legislation including Hours of Work, Occupational Health and Safety Act, city policies and operational standards.
  • Training in safe work practices and Workplace Hazardous Materials Information System (WHMIS).
  • Clear and legible written communication skills.
  • Capable of working independently as well as collaboratively in a team environment.
  • Strong oral communication and interpersonal abilities for interactions with public, council, and staff.
  • Proactive attitude demonstrating commitment to quality and process improvements.
  • Effective time management skills with the ability to prioritize tasks and meet deadlines.
  • Basic computer proficiency with relevant software.
  • Valid Ontario Class G driver’s license with a clean driving record.
