With a history spanning over 50 years, Bin Omairah Company is a well-established and rapidly expanding Saudi-based firm. It offers a diversified array of services and products including design and build (D&B) and engineering, procurement, and construction (EPC) infrastructure solutions, real estate development and co-investment, renewable energy projects, and manufacturing of renewable technology products. Currently experiencing significant growth within the MENA region, the company is seeking innovative leaders to fulfill various infrastructure requirements across its three primary business divisions.
Job Summary
The Human Resources Operations Manager will lead and oversee all HR operational activities within the organization. This position ensures full compliance with Saudi labor laws, company policies, and all regulatory frameworks. Responsibilities include managing the entire employee lifecycle, collaborating with government authorities, administering HR systems and payroll, benefits oversight, and maintaining HR compliance. The role requires driving continuous improvement throughout operations while emphasizing excellence and employee satisfaction.
Key Responsibilities
- Head all HR operational functions throughout the company.
- Ensure adherence to Saudi Labor Law and internal HR policies.
- Manage the full employee lifecycle, from onboarding through transfers, promotions, contract renewals, and separations.
- Operate and administer HR activities through Saudi government portals such as Qiwa, Mudad, GOSI, Muqeem, Absher Business, and others.
- Oversee Saudization (Nitaqat) compliance and workforce localization efforts.
- Coordinate government relations processes including work permits, Iqama renewals, visas, and other mandated documentation.
- Administer payroll operations and ensure compliance with the Wage Protection System.
- Manage employee medical insurance, GOSI registrations, and benefits programs.
- Maintain accurate and up-to-date employee records within the Human Resource Information System (HRIS).
- Develop, review, and implement HR operational policies and standard operating procedures.
- Lead employee relations initiatives; advise on policies, disciplinary measures, grievances, and workplace concerns.
- Prepare detailed HR reports, dashboards, and workforce analytics to inform management decisions.
- Conduct regular HR compliance audits and implement improvements as needed.
- Identify areas for process automation and enhancement within HR operations.
- Lead, mentor, and develop the HR Operations team to optimize service delivery and performance.
- Collaborate closely with Finance, Legal, IT, and other departments to ensure integrated HR operations.
- Ensure prompt handling of employee requests and HR transactions according to service level agreements.
- Support internal and external audits by maintaining accurate HR documentation and records.
- Monitor and report on HR operational key performance indicators, suggesting continuous improvement actions.
- Cultivate a workplace culture focused on operational excellence, compliance, accountability, and employee engagement.
Candidate Requirements
- Bachelor's degree in Human Resource Management is mandatory.
- Master's degree in Human Resources, Business Administration, or Organizational Management is preferred.
- Holds one or more certifications such as SHRM-CP/SCP, HRCI PHR/SPHR, CIPD Level 5 or 7, Certified Payroll Professional, HR Analytics, HRIS certification, or equivalent credentials.
- Fluency in Arabic is mandatory, and strong working proficiency in English is required.
- Applicants must be Saudi nationals.
- 5 to 7 years of progressive experience in HR Operations with at least 3 years in a supervisory capacity.
- Experience in sectors such as construction, EPC, engineering, infrastructure, or industrial fields is highly desirable.
- Proficient in administering Saudi HR government platforms including Qiwa, Mudad, GOSI, Muqeem, Absher Business, MHRSD, Ministry of Interior services, Chamber of Commerce platforms, and other relevant portals.
- Comprehensive understanding of Saudization and workforce localization laws and regulations.
- Advanced skills in Microsoft Office applications.
- Experience using Microsoft Dynamics 365 HR or other enterprise HRIS/ERP systems is advantageous.
