Role Overview

This position entails developing and executing standardized engineering solutions specifically tailored for the USAFRICOM region in Africa. It includes management of engineering activities across infrastructure, environmental, security engagements, and contingency operations within the geographic area. The role demands oversight of resources including workload, assets, and budget to support Military Construction (MILCON) and Exercise Related Construction (ERC) projects. Additionally, the role facilitates knowledge sharing across the Logistics Directorate and ensures accurate data collection and reporting compliance within USAFRICOM electronic platforms.

Primary Responsibilities

  • Implement and standardize engineering approaches for USAFRICOM.
  • Oversee engineering operations in Africa covering infrastructure and security projects.
  • Manage budgets, assets, and workloads for military and exercise construction programs.
  • Coordinate dissemination of lessons learned and information within Logistics.
  • Ensure subordinate units comply with data collection and reporting requirements.

Conditions of Employment

  • The role is a Designated Testing Position requiring drug screening prior to and during tenure.
  • The position is classified as Tier 5 Special Sensitive and requires Top Secret clearance with SCI access.

Applicant Qualifications

Applicants must fit one of multiple employment authority categories including veterans, DoD civilians, military spouses, and others as specified. Relevant paid and volunteer experience counts toward qualifications. A bachelor's degree in engineering from an ABET-accredited program or equivalent education and experience combination is mandatory. Specific engineering coursework or professional licensure/registration such as Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE) license meets criteria. Specialized experience at the GS-12 federal level or equivalent includes managing engineering and facilities for large-scale operations, navigating regulations and policies related to construction and infrastructure, integration of engineering into military operational planning, and advising senior leadership on engineering matters with compliance assurance. Meeting all educational and experience requirements must be through relevant work experience; substitutions with education alone are not accepted.

  • There is a one-year probationary period assessing fitness and alignment with public interest.
  • Locality pay does not apply in overseas assignments.

  • Pay retention may be applicable for selected overseas roles, however not as a relocation incentive.
