About the Cardiovascular Health Team

Within RTSL, the Cardiovascular Health team supports countries in developing strategies to prevent cardiovascular diseases by focusing on controlling hypertension, reducing salt consumption, and eliminating trans fats from foods globally, helping to save numerous lives.

Position Overview

Based in Abuja, Nigeria, this contractor role spans 12 months on a full-time basis. The consultant will be embedded in the Office of the Honourable Minister of State for Health, assisting with execution, inter-ministerial coordination, policy development, and leveraging the Minister’s convening powers to accelerate actions reducing lead exposure—a major preventable environmental health risk in Nigeria, notably impacting children under five and pregnant women through environmental and consumer product routes.

Key Responsibilities

• Enhance stakeholder coordination by expanding on existing mapping, tracking efforts of governmental/non-governmental entities, identifying gaps, and making recommendations to strengthen institutional capacity.
• Support enforcement of regulations addressing lead in consumer products (cosmetics, spices, others) by identifying bottlenecks, suggesting improvements for compliance, and encouraging inter-agency collaboration.
• Evaluate and propose improvements to technical and laboratory capacities for biomonitoring and product testing to bridge critical gaps in enforcement capabilities.
• Promote and facilitate high-level policy dialogues, supporting the Inter-Agency Working Group to operationalize the National Lead Policy and accelerate regulatory implementation.
• Provide advisory and technical support to the Minister’s office, prepare briefs and reports, coordinate across ministries and agencies, and contribute to policy documentation and strategic government resource planning.
• Deliver contractual outputs including stakeholder engagement briefs, implementation progress reports, documentation of policy discussions, and strategic recommendations for sustaining enforcement and scale-up.

Qualifications and Skills

• Advanced degree in Public Health, Environmental Health, Toxicology, Environmental Science, Food Safety, Public Policy, or a related field.
• At least 10 years of experience in environmental health with specialized knowledge in lead exposure prevention, regulatory frameworks, or public health initiatives.
• Demonstrated ability in policy implementation, government coordination, stakeholder engagement, and facilitating high-level dialogues.
• Proven familiarity with government institutions, regulatory agencies, and public sector systems in Nigeria or similar contexts.
• Excellent skills in analysis, communication, and technical report writing capable of operating within political and policy environments.
• Willingness and ability to travel domestically within Nigeria as needed.
