Role overview
The European Union Delegation to the United Republic of Tanzania and to the East African Community is hiring an Administrative Assistant for its Administration Section in Dar es Salaam. The role sits within the Delegation’s local staff structure as a fixed-term Local Agent position for two years, with the chance of renewal depending on budget availability and operational needs. The section has a team of 13 members, and the job may occasionally require atypical working hours.
The selected person will report to the Head of Administration Section and provide day-to-day support across infrastructure, procurement, inventory, and human resources activities. Responsibilities may be adjusted over time as the Delegation’s needs evolve.

The Delegation in Tanzania works closely with EU Member State embassies and consulates and represents the European Union in matters within its mandate.
Key duties
- Oversee the accommodation records for expatriate staff and help source housing when needed.
- Review lease drafts, complete approval documentation, and arrange repairs and maintenance for accommodations.
- Coordinate repairs and maintenance for office premises, the Ambassador’s Residence, and related equipment, including communication with contractors.
- Work with a security provider to support security arrangements for the Residence and expatriate housing, and monitor related work.
- Support building renovation projects as infrastructure coordinator, including technical and administrative input during project design and setup.
- Review plans, correspondence, terms of reference, and other technical documents to verify compliance with EU standards.
- Track timelines across project phases, from design and procurement to provisional handover and moving activities.
- Monitor infrastructure-related budget matters.
- Determine the appropriate tendering route for different procurement needs, including low-value, negotiated, open, restricted, and dialogue-based procedures.
- Draft procurement specifications, plan procurement activity, and monitor and report on the Delegation’s procurement requirements.
- Prepare tender documentation, carry out market checks, manage offer evaluation, and ensure proper filing in relevant systems.
- Issue and manage contracts, purchase orders, order forms, and related amendments.
- Coordinate with suppliers, ensure goods and services meet quality standards, and perform market and price analysis.
- Maintain the supplier database and record framework contract consumption in SUMMA.
- Keep the Delegation’s inventory current, including equipment, vehicles, and other assets.
- Follow up on acquisition, sale, and de-classification processes for assets.
- Monitor maintenance schedules for technical and security-related installations.
- Record new assets in the relevant IT system and conduct the annual inventory exercise.
- Assist with recruitment and selection for local staff, temporary workers, and trainees.
- Help coordinate vacancy publication, candidate shortlisting, and interview scheduling.
- Support medical reimbursement processing for local staff.
- Assist with learning and development activities, including classroom training and e-learning.
- Carry out occasional checks related to local labour law compliance together with local legal advisers.
Compensation and benefits
The starting salary depends on verified relevant experience and is typically from TZS 4,910,058 per month. A benefits package is available subject to conditions and includes personal leave, public holidays, health insurance, and a retirement savings plan.
Start date
The expected commencement date is 1 July 2026.
Selection process
Applications will be reviewed after the deadline by a selection committee. Depending on the number of applicants, the process may include shortlisting based on the cover letter and CV, practical tests, and interviews. At least two top candidates will be invited to the final stage.
