Job Purpose

The Tender Executive will serve as the company’s advance-market intelligence lead for government and regulated-sector opportunities in priority geographies. The position is focused on spotting tenders before they are formally announced, reducing pipeline risk, and helping leadership make informed bid or no-bid decisions so that effort is directed only toward opportunities with strong strategic fit and a realistic chance of success.

Core Responsibilities

  • Identify forthcoming government and semi-government tenders at an early stage, before public release, across the UAE, GCC, Middle East, and Africa.
  • Follow policy, regulatory, political, and sector changes that may affect government security and other regulated markets.
  • Surface early indicators around procurement intent, funding preparedness, and likely tender timing.
  • Track opportunities from the initial intelligence stage through official tender publication.
  • Build and keep up-to-date stakeholder maps covering ministries, authorities, regulators, system integrators, and other key influencers.
  • Use relationships and contacts across ministries such as Interior, Finance, Customs, and Immigration, as well as central banks, embassies, and related agencies.
  • Record stakeholder insights and opportunity context accurately and systematically.
  • Monitor competitor moves, consortium setups, and historical award patterns.
  • Advise leadership on bid/no-bid choices using intelligence findings and risk analysis.
  • Feed relevant intelligence into bid teams during pre-RFP and tender phases.
  • Support tender strategy development when early insights create room to shape the opportunity.
  • Escalate important or high-risk opportunities promptly.
  • Maintain an orderly tender and intelligence pipeline in CRM or similar intelligence tools.
  • Prepare executive-level summaries, dashboards, and opportunity briefs for senior management.
  • Ensure intelligence remains accurate, relevant, and confidential at all times.

Qualifications and Requirements

  • A bachelor’s degree in Business Administration, International Relations, Economics, or a related discipline.
  • 5 to 8 years of experience in tender management, business development, government procurement, or tender intelligence within the UAE, GCC, Middle East, or Africa.
  • Prior exposure to government security, regulated industries, identity, traceability, or mission-critical environments is strongly preferred.
  • Solid understanding of the government procurement cycle, including pre-tender engagement, pre-qualification, and tender evaluation methods.
  • Strong analytical and reporting ability, with the capacity to turn intelligence into practical actions.
  • Excellent written and spoken communication skills for engaging senior stakeholders.
  • Experience working with tender portals, aggregation platforms, and intelligence sources.
  • Practical knowledge of CRM systems such as Salesforce or comparable tools.
  • Strong documentation, reporting, and presentation capabilities.
  • High levels of discretion, sound judgment, and professionalism.
  • Fluency in written and spoken English and Arabic is mandatory.
