Projects Manager

Overview

The Projects Manager will oversee all facets of the projects department to ensure alignment with Qatar Fertiliser Company (QAFCO) strategies and goals. This includes managing greenfield and brownfield projects within the existing facilities, both shutdown and non-shutdown, from initiation through to handover and close-out. The role is pivotal in providing technical guidance and decision-making support, ensuring projects are delivered within agreed cost, schedule, and quality benchmarks while adhering to safety and company systems.

Key Responsibilities

• Own and maintain QAFCO's project management methodology, ensuring system integrity, compliance, training, and continuous enhancement.
• Lead and organize the projects department activities to optimize manpower and resources, meeting budget and resource allocation targets while fostering employee motivation and contribution.
• Manage Heads of Sections, Project Engineers, and support staff in planning, scheduling, design quality, and execution of projects.
• Provide strategic leadership and contribute to the five-year capital planning; monitor schedules, budgets, productivity, and quality to support senior management.
• Prepare executive summaries and monitor project balance scorecards to ensure objectives are met.
• Participate in performance management meetings and recommend departmental organizational structure aligned with workload demands.
• Ensure projects comply with valid standards, technical specifications, and good engineering practices.
• Approve and uphold modern engineering standards within the department.
• Ensure the Management of Change (MOC) process is followed for all project changes as part of governance.
• Implement Root Cause Analysis (RCA) on projects to identify lessons learned and improve future project outcomes.
• Develop and maintain project management tools, templates, forms, and guidelines for consistent project evaluation and execution.
• Balance the project portfolio for short- and long-term contributions to profitability, safety, health, environment, and product quality per QAFCO objectives.
• Collaborate closely with other departments for effective project planning and execution.
• Monitor, approve, and update project planning, strategies, and related committee submissions.
• Ensure effective interfacing throughout the project lifecycle using QAFCO’s project management standards.
• Provide guidance on potential problems, technical issues, staffing priorities, and solutions.
• Lead by example through innovation, knowledge sharing, coaching, and mentoring of all project team members.
• Maintain adequate staffing levels to fulfill project requirements, foster innovation, motivate and develop employee performance, and support national talent development.

Candidate Profile

• Bachelor’s degree in a relevant engineering discipline.
• At least 15 years of pertinent experience in the oil, gas, or petrochemical sectors, including a minimum of 5 years in a project management leadership role.
• Expertise in project management, project engineering, and construction management is highly desirable.
