Job description

Position Overview

This role involves developing and interpreting federal policies related to the student eligibility program, assessing program compliance, maintaining accurate registration and eligibility records, and advising leadership on Freedom of Information Act (FOIA) matters. The analyst will analyze trends in regional resource programs to determine resource needs, review program efficiency, and provide related training.

Key Responsibilities

  • Draft and interpret federal policies governing eligibility programs.
  • Conduct reviews to ensure compliance and suggest corrective measures where necessary.
  • Manage accountability for enrollment records and eligibility decisions.
  • Act as a subject matter expert on FOIA inquiries related to the Department of War.
  • Examine notable regional program trends to recommend resource allocations.
  • Evaluate program efficiency and facilitate training to improve effectiveness.

Employment Conditions and Qualifications

  • Male candidates born after December 31, 1959, must complete a Selective Service pre-employment certification.
  • Proof of U.S. citizenship is mandatory.

Applicant Eligibility

Specialized Experience

The position requires one year of specialized experience at the GS-11 level, such as assisting with eligibility program implementation, interpreting federal laws, collaborating with key stakeholders, and managing correspondences for sensitive inquiries.

Education

Experience alone is required to meet qualification standards; education-based substitutions are not accepted for this GS-12 role.

Overseas Appointment Considerations

  • Educational services and special needs accommodations for employee family members living overseas are provided as per relevant regulations.
  • Family member appointment terms expire based on sponsor rotation or age limits.
  • Applicants must not be 'Ordinarily Resident' under relevant SOFA agreements, with specific residency restrictions applying.
  • Compliance with the Exceptional Family Member Program is required.
  • Certain foreign area benefits may be available for employees recruited both domestically and abroad.
  • Foreign laws may affect eligibility and benefits for same-sex spouses or domestic partners.
  • The normal tour length overseas is 36 months.
