About the organisation
GovTech is Singapore’s main public sector technology agency, supporting the country’s Smart Nation efforts and digital transformation across government. As a centre of excellence for Infocomm Technology and Smart Systems, it builds capabilities in data science and AI, application development, smart city solutions, digital infrastructure, and cybersecurity.
The organisation promotes purposeful work that contributes to better lives, along with ongoing learning and development throughout the year. This role offers the chance to support Singapore’s Smart Nation vision and help build technology for public good.
Role overview
As a Product Manager within the Digital Accelerator Unit, you will combine hands-on product delivery with strategic planning. The position requires someone who can execute effectively while also setting direction and managing stakeholders well.
Key focus areas
Vision and strategy: Help define what the product should evolve into and determine the path to get there. This involves building a clear direction supported by data and turning it into practical steps.
Communication: After defining the vision, you will need to influence and align stakeholders so they support the direction. Strong communication and solid product understanding are essential.
Execution: Lead the product team in delivering against the plan. This includes making difficult prioritisation decisions while balancing security, technical limitations, design considerations, and product objectives.
What the role involves
- Partner with the Product Lead or Programme Manager to develop product vision and strategy.
- Assess new product ideas and propose additional capabilities using data and user insights.
- Guide cross-functional teams made up of engineers, data specialists, designers, and operations professionals, while creating an inclusive environment that respects different viewpoints.
- Own the backlog and roadmap, prioritising work by business value and user impact.
- Work through blockers and make trade-offs across business priorities, user needs, and technical limits.
- Regularly share roadmaps and progress updates with stakeholders.
- Create near-term plans that support long-term product goals.
- Manage product delivery activities, including user stories, acceptance criteria, and product requirements in JIRA, Trello, and Confluence.
- Translate business and user needs into development-ready user stories.
- Maintain up-to-date documentation such as project plans and risk logs.
- Run sprint planning and backlog prioritisation.
- Ensure solutions comply with IM8 and government security requirements.
Candidate profile
The ideal candidate has 3 to 5 years of product management experience, including work in a start-up setting. You should be a strong communicator with solid analytical and problem-solving ability, and have experience managing stakeholders effectively.
We are looking for someone with a history of delivering meaningful products or features, good product judgement, an entrepreneurial mindset, and comfort working toward ambitious goals in a fast-paced environment. A technical foundation in Computer Science or a related field is preferred, along with experience building self-service, scalable products and navigating ambiguous situations with difficult trade-offs. Scrum Master or Product Owner certification is also desired.
