Role Overview
The Judicial Council is seeking a detail-oriented Human Resources Analyst for its HR team supporting the Judicial Branch Workers' Compensation Program (JBWCP). This mid-level position is vital in performing detailed data analysis, risk evaluations, and reporting aimed at enhancing workers' compensation claim management and decision-making. The Analyst will work closely with the Senior HR Analyst and other stakeholders to interpret claims data, create risk mitigation tactics, and offer injury prevention guidance. Responsibilities include managing claims processes, ensuring data accuracy, and assisting courts with workers’ compensation questions. Additionally, the role involves contributing to the development and delivery of training materials and webinars on workers’ compensation laws, regulations, and workplace safety. Independence, initiative, analytical capabilities, and teamwork to support program goals are essential. Success in this role will drive better risk management, reduced claim expenses, and a safer judicial work environment.
Required Qualifications
- Bachelor’s degree in Human Resources, Business or Public Administration, or a related discipline with three years of HR professional experience; or four years of equivalent work experience without a degree.
- Preferred credentials include a Juris Doctor focusing on employment law or a Master’s in Human Resources or Organizational Development.
- At least two years as an Associate HR Analyst with the Judicial Council or comparable California governmental agency duties.
- Proficiency in Microsoft Excel, SharePoint, Power BI, or similar analytical software.
- Experience with risk management systems, HR data analytics, and workers’ compensation loss reporting.
- Strong knowledge of California Labor Code, Division of Workers’ Compensation regulations, Medical Treatment Utilization Schedule (MTUS), and Workers’ Compensation Appeals Board (WCAB) procedures.
- Practical experience managing workers' compensation claims including investigation, evaluation, and resolution.
Key Responsibilities
- Carry out proactive risk assessments and exposure analysis related to workers’ compensation to identify opportunities for injury prevention.
- Provide guidance and support to member courts regarding workers’ compensation claims and inquiries.
- Work collaboratively with program vendors, advisory committees, and stakeholders to respond to program-related requests.
- Support claims management by validating claim data and ensuring adherence to service protocols and policies.
- Create and implement risk management strategies to control claim expenses and reduce workplace injuries.
- Assess and improve the effectiveness of risk mitigation measures with targeted action plans.
- Oversee claims administration including reserve evaluations, liability monitoring, and data validation.
- Analyze actuarial data and prepare financial reports and dashboards to support program management decisions.
- Partner with the Senior HR Analyst in developing and presenting training webinars and resources on workers’ compensation and workplace safety.
- Provide backup support for the Senior HR Analyst to maintain continuity in program activities.
