Job Overview
The County of Yuba is seeking a Human Resources Analyst I/II to join the Human Resources Department. Working under general guidance, the role involves performing comprehensive and professional analytical tasks to support a centralized human resources, organizational services, and risk management office.
Key Responsibilities
- Manage merit-based recruitment processes.
- Conduct classification and compensation studies.
- Review organizational structure and provide recommendations.
- Deliver diverse training sessions for new and existing staff.
- Maintain accuracy and support of employee records and data systems.
- Handle initial labor and employee relations matters.
- Advise supervisors and managers on human resources policies, procedures, and practices.
- Support safety and risk management activities.
- Coordinate employee benefits.
- Research and analyze laws and regulations to ensure HR compliance.
- Perform other related tasks as assigned.
Ideal Candidate Profile
- Experienced in administering protected leaves such as FMLA/CFRA, ADA/FEHA, pregnancy disability, military leave, and related laws.
- Proficient in managing leave cases, facilitating interactive processes, and ensuring legal compliance while providing excellent customer service.
- Skilled in interpreting employment laws, regulations, policies, and best HR practices.
- Capable of advising leadership on leave management, employee relations, accommodations, and other HR topics.
- Adept at conducting research, analyzing issues, and devising compliant solutions.
- Maintains confidentiality, data integrity, and effectively uses HR information systems.
- Manages multiple cases efficiently while meeting deadlines within established frameworks.
- Strong communicator with experience training and guiding employees, supervisors, and managers.
- Displays sound judgment, professionalism, discretion, and commitment to equitable policy enforcement.
- Builds collaborative, service-oriented relationships that balance employee needs with organizational goals.
Qualifications - Human Resources Analyst I
- Bachelor's degree in human resources, public or business administration, industrial relations, economics, or a related discipline from an accredited institution.
- At least one year of human resources experience; relevant analytical experience may substitute education on a year-for-year basis.
- Preferred qualifications include experience in recruitment, benefits, classification, compensation, or HR policy interpretation; SPHR/PHR certification is a plus.
Qualifications - Human Resources Analyst II
- Bachelor's degree in relevant fields as above.
- Two years of progressively responsible experience, including one year equivalent to Human Resources Analyst I; applicable HR analytical experience may substitute education on a year-for-year basis.
- Preferred qualifications consist of SPHR/PHR certification and/or an advanced degree related to HR, plus extended experience in public or private sector HR departments; knowledge in risk management, cost analysis, employee safety, or public agency experience is advantageous.
