HSE Officer - Infrastructure Projects

About the Role

We are looking for a qualified and experienced Health, Safety, and Environment (HSE) Officer with valid Dubai Municipality and Roads and Transport Authority (RTA) approvals to join our Construction Supervision team. This position is dedicated to infrastructure projects based in Dubai, aiming to maintain strict adherence to safety standards mandated by UAE laws and local authorities, while fostering a secure construction environment.

Key Responsibilities

• Ensure all contractors comply with project-specific HSE plans along with UAE safety regulations and requirements set by DM and RTA authorities.
• Carry out thorough site inspections, rigorous safety audits, and detailed risk assessments related to infrastructure works.
• Supervise high-risk operational activities including excavation, lifting, work within confined spaces, working at heights, and managing traffic safely.
• Review and approve essential documentation such as Method Statements, Risk Assessments, Job Safety Analyses (JSAs), and Permit-to-Work applications.
• Investigate any incidents or accidents, propose effective corrective measures, and maintain comprehensive safety records.
• Lead safety inductions, conduct toolbox talks, and organize emergency drills to ensure preparedness.
• Collaborate effectively with contractors, consultants, and clients to enhance the project’s overall safety culture.

Qualifications

• Possession of a Bachelor's Degree or Diploma in Engineering, Occupational Health & Safety, or related discipline.
• Mandatory certification of NEBOSH International General Certificate (IGC).
• Additional certifications such as IOSH, First Aid, Fire Safety, or OSHA are favorable.

Experience

• At least eight years of professional experience in the UAE as an HSE Officer, specifically in infrastructure-related projects.
• Experience working for construction supervision consultancy firms is required.
• Familiarity with projects involving roads, highways, bridges, utilities, drainage systems, or similar infrastructure sectors.
• Holds valid approvals from Dubai Municipality and/or RTA essential for this role.
