Role Overview
We seek a seasoned General Manager to oversee and lead the management of government bids at our Noida Sector 127 office. This strategic role involves spearheading government tender processes, bid strategies, presales initiatives, and proposal management specifically for extensive EPC, design-build, experiential, or infrastructure projects. The successful candidate will possess comprehensive knowledge of government procurement protocols and be adept at overseeing complex, high-value bid submissions from inception to delivery.
Key Duties and Responsibilities
- Lead comprehensive management of bid processes for Central and State Government tenders.
- Devise bid strategies that align with organizational goals and client expectations.
- Oversee all tender phases including Expressions of Interest (EOI), Requests for Proposal (RFP), Requests for Quotation (RFQ), and GeM opportunities.
- Collaborate with multidisciplinary teams encompassing Design, Engineering, Commercial, Finance, Legal, Procurement, and Project Management departments.
- Analyze tender documents, eligibility standards, technical details, Bills of Quantities (BOQs), and commercial conditions.
- Generate high-caliber technical and commercial proposals along with compliance documentation and presentations.
- Guide presales activities such as solution formulation, cost estimation, and proposal scheduling.
- Establish and nurture robust relationships with Government bodies, consultants, architects, and allied partners.
- Assess project-related risks, contractual duties, and implement mitigation plans prior to bid submission.
- Conduct bid review sessions ensuring the punctual delivery of compliant and competitive offers.
- Lead, mentor, and develop the Bid Management and Presales teams for enhanced productivity and higher win ratios.
Candidate Profile and Required Skills
- Bachelor’s degree in Engineering, preferably Civil Engineering, with a minimum of eight years’ experience in Government Tendering, Bid Management, and Presales.
- In-depth understanding of Government procurement frameworks including GFR, Government e-Marketplace (GeM), CPP Portal, and e-tendering systems; familiarity with proactive bidding and Quality and Cost Based Selection (QCBS) tenders.
- Proven record of handling substantial Government Requests for Proposal (RFPs) and infrastructure bids.
- Expertise in technical proposal drafting, commercial evaluation, cost analysis, and compliance assurance.
- Strong leadership and stakeholder management skills with capability to coordinate cross-functional teams.
- Outstanding communication, presentation, negotiation, and analytical competencies.
- Capacity to manage multiple bids under tight deadlines.
- Proficient with Microsoft Office Suite (Excel, PowerPoint) and tender management software.
Desirable Experience
- Experience in projects related to Museums, Experience Centres, Science Cities, Biodiversity Parks, Wildlife Safaris, Theme Parks, Smart City initiatives, and Public Infrastructure.
- Background in Government EPC or Design-Build contracts and large-scale Civil and Experiential infrastructure projects.
