Delivery Manager

About the Role

This is a nationally based Delivery Manager position within the Ministry of Justice’s Justice Digital, Data and Science team, part of the Office of the Chief Technology Officer. The role supports digital transformation across the Ministry of Justice (MoJ), driving key changes as the organization shifts to a product operating model. The position involves facilitating delivery of digital services and products through all life cycle phases, ensuring high-quality user-centered solutions that add measurable value efficiently.

This is a permanent role offering flexible working options (full-time, part-time) and operates under a hybrid model combining remote and office hours. London office location is 10 South Colonnade, E14 4PU; other office locations exist nationally. Security Check clearance is required.

Key Responsibilities

• Own the end-to-end delivery of digital products and services by prioritizing the team’s focus using data-driven planning and providing confidence in delivery progress.
• Build, nurture, and motivate high-performing, inclusive, and collaborative teams.
• Coach team members and others in applying the most applicable Agile and Lean methodologies and tools.
• Drive continuous improvement practices within delivery teams.
• Identify and manage risks and dependencies proactively to remove obstacles hindering delivery.
• Effectively communicate with stakeholders across technical and non-technical domains, building trust and clarifying work progress.
• Engage actively with the broader delivery management community internally and across government departments.

Candidate Profile and Requirements

• Proficiency in Agile and Lean delivery frameworks, adept at selecting and tailoring approaches to context, encouraging experimentation and measurable evaluation of outcomes.
• Capable of articulating and interpreting needs between technical teams and business stakeholders and managing expectations, including challenging conversations with senior stakeholders.
• Ability to maintain delivery momentum by managing workflow pace and addressing risks, issues, and dependencies both inside and outside the team.
• Skilled in scrutinizing and simplifying complex organizational processes, coaching teams and leaders to adapt and improve workflows.
• Strong planning abilities to prioritize high-value tasks, manage complex dependencies, eliminate blockers, and plan for challenging scenarios to ensure delivery certainty.
• Expertise in fostering effective team dynamics, creating environments conducive to motivation and empowerment for delivery success.
• Willingness to undergo Security Check clearance assessment.

• There are 3 vacancies available for this position.
• Salary ranges from £63,343 to £70,725 for London-based roles and £58,511 to £65,329 for national roles.
• New civil service entrants to MoJ start at the minimum of the pay band. Existing Civil Servants transferring laterally retain or move to the minimum salary, whichever is higher. Those promoted receive either the bottom of the new band or a 10% uplift, whichever is more advantageous.
