Country Quality & Local Content Manager

Overview

The Country Quality & Local Content Manager oversees the development, implementation, and governance of the country-specific Quality framework and Local Content strategy. This role ensures adherence to Saudi Arabia's regulatory requirements and fulfills corporate objectives by driving compliance and excellence across all business divisions.

Key Responsibilities

• Develop and execute the country’s Local Content strategy aligning with Saudi Vision 2030 and relevant authorities such as the Local Content Authority, IKTVA, and NUSANED.
• Define, monitor, and report on local content targets and performance scoring.
• Lead initiatives to enhance localization including nurturing local suppliers, optimizing local expenditures, and progressing localization plans.
• Serve as the primary liaison for regulators, clients, and internal teams concerning local content matters.
• Create and maintain KPIs, dashboards, and governance frameworks to evaluate and improve local content achievements.
• Establish and uphold country-level Quality Management governance consistent with corporate policies.
• Implement quality assurance processes including audits, managing non-conformities, and driving corrective and preventive actions.
• Promote coordination across business units to ensure quality consistency, supplier quality oversight, and ongoing process enhancements.
• Support risk management, compliance, and operational excellence through systematic quality monitoring.
• Collaborate with Sales, Operations, Supply Chain, Engineering, and Finance to integrate quality and local content expectations into operational practices.
• Advise senior country leadership on quality and local content risks, opportunities, and compliance requirements.
• Represent the organization in internal and external evaluations related to quality and localization efforts.

Candidate Profile

• Possess 10 to 12 years of relevant experience in quality management, local content, localization, supply chain, or country-level managerial roles.
• Extensive firsthand experience with Saudi Arabian local content frameworks, regulatory requirements, scoring systems, and reporting procedures.
• Proven expertise in quality governance, conducting audits, managing corrective measures, and supplier quality assurance.
• Strong knowledge of business execution, regulatory compliance, and managing cross-functional stakeholders.
• Preferred experience in industrial, energy, manufacturing, or large-scale project environments.
• Hold a Bachelor's degree in Engineering, Business, Quality, Supply Chain, or related fields; Master's degree is advantageous.
• Exhibit strong leadership, communication, and negotiation capabilities.
• Demonstrate a practical and results-oriented approach with the ability to operate autonomously at the country level.
• Fluent in both English and Arabic, proficient in spoken and written communication.
