Introduction

This Management Service role is appointed at the discretion of the Appointing Authority and is a reposted position at the Maryland Department of Commerce based at the World Trade Center, 401 East Pratt Street, Baltimore, MD 21202.

The Chief Internal Auditor will report directly to the Department Secretary and is responsible for overseeing comprehensive financial and operational audits. This includes administrative investigations, legislative audits inspections, fiscal accounting, business process reviews, financial reporting evaluations, internal control systems assessments, risk management, and ensuring compliance with fiscal policies and State laws to protect and effectively manage Department resources. The role aims to prevent and detect fraud, waste, and abuse.

Key Responsibilities

  • Manage the full spectrum of internal and external agency audits.
  • Coordinate the agency’s audit response process.
  • Provide technical guidance and advisory support to agency personnel and audit clients.
  • Supervise junior auditors and recommend timely, efficient solutions to audit findings.
  • Serve as liaison with Legislative Auditors on performance, fiscal, and compliance audits.
  • Coordinate responses to audit discussion notes and assist in documentation and information gathering.

Required Knowledge and Skills

  • Strong knowledge of accepted auditing standards, governmental auditing standards, accounting principles, and business management practices.
  • Advanced abilities in audit planning and execution, analyzing financial and operational documents.
  • Capacity to assess compliance with laws, statutes, and contracts and prepare precise audit documentation.
  • Excellent communication, interpersonal, writing, oral, and analytical skills.
  • Proficiency with Microsoft Office, Google Suite, or comparable software tools.

Minimum Qualifications

  • Bachelor's degree in Accounting from an accredited institution, or a Bachelor's degree with at least 30 credit hours in accounting and related subjects including three credits in auditing.
  • Minimum of six years' experience conducting financial and operational internal audits focusing on finance, compliance, economy, efficiency, and program outcomes.
  • Applicants who qualified for the CPA exam before July 1, 1974 meet educational criteria.
  • Certified Public Accountant (CPA), Certified Internal Auditor (CIA) certificate, or a Master's in Accounting may replace one year of required experience.
  • Professional accounting experience can substitute for auditing experience on a year-for-year basis.
  • Military service as a commissioned officer in auditing or financial review roles can also substitute experience year-for-year.

Preferred Qualifications

  • At least three years' experience in Maryland State government audit engagements.
  • Experience with legislative audits and follow-up reviews.
  • Supervisory experience over staff.
  • Possession of CIA certification is highly desirable.
