Budget Analyst

Overview and Duties

The Budget Analyst will be responsible for providing management with detailed financial information, including reports outlining receipts, obligations, and expenditures within the organization. Duties include reviewing financial commitments and expenditures through accounting records and maintaining continuous communication with program officials to assess financial documents. The role involves assisting with budget policy development, budget formulation and execution, and offering financial advisory support. Additionally, the incumbent will prepare narrative justifications and presentations for budget submissions and reprogramming requests, supervise budget and related data through automated systems, and allocate funds by analyzing budget estimates, past expenditures, workload projections, and authorized funding to various activities.

Employment Conditions

• Employment is conditional on successful background investigation and fitness determination.
• Male candidates born after December 31, 1959, must complete Selective Service registration documentation.
• Proof of U.S. citizenship is mandatory.
• Applicants must comply with the Exceptional Family Member Program per DoD Instruction 1315.19.
• Eligibility must meet requirements of DODI 1400.25 V1230 regarding employment in foreign areas and employee return rights.
• Direct deposit for salary payments is compulsory.
• U.S. citizens residing overseas under ordinary resident status are ineligible under the Status of Forces Agreement.
• Maintain valid no-fee passport and visa, fulfill vaccination and immunization requirements, and pass any country-specific pre-employment screenings.
• Must obtain and sustain Country/Theater Clearance per Foreign Clearance Guide.
• A Secret security clearance or equivalent access authorization must be secured and maintained, involving background and credit checks.

Qualifications and Eligibility

Eligible applicants must belong to one of specific employment categories such as disabled veterans, Department of Army civilian employees applying to overseas roles, family member preferences, interagency career transition candidates, military spouse preferences, and others as outlined. One year of specialized experience equivalent to the GS-11 federal level is required, including experience in fund allocation based on budget estimates, monitoring obligations with automated systems like GFEBS, and evaluating budget impacts of cost and program changes. Applicants who have held a GS position must have completed one year at the next lower grade.

There is no mandatory educational qualification for this role.

• A one-year probationary period will assess fitness and alignment with agency goals.
• Locality pay is not applicable in overseas assignments.
