About the Ministry of Social and Family Development (MSF)
The Rehabilitation & Social Mobility (RSM) Policy Directorate under the Ministry of Social and Family Development in Singapore focuses on formulating strategies, policies, and programmes that foster stability, self-reliance, and social mobility for lower-income families. It also strives to protect individuals and families from abuse, neglect, problem gambling, and social dysfunction.
The Social Mobility and Service Integration Division (SMI) formulates policies to enhance social support and service delivery aimed at assisting financially struggling individuals or families with multiple needs to stabilize and achieve upward social mobility over time.
Key Responsibilities
- Lead and manage a proactive team responsible for applying data analytics to inform social policy and improve service delivery.
- Shape and coordinate SMI's research and analytics agenda to support policy formulation and program development.
- Conduct research and perform detailed analyses related to social support programs for lower-income households.
- Collaborate with academics, consultants, and other stakeholders on projects including report development that informs policymakers and the public on efforts to support lower-income households.
- Provide data assistance to SMI’s business units, ensuring data requests align with policy and strategy requirements, including maintaining data accuracy and integrity.
- Uphold data governance standards and oversee dataset documentation and management.
Job Requirements
- Minimum of 5 years relevant work experience, preferably including supervisory responsibilities.
- Proficiency in quantitative methodologies and expertise in statistical software such as R, Python, Stata, or SPSS.
- Excellent communication, writing, and presentation capabilities.
- Strong skills in interpersonal relations, collaboration, stakeholder management, and project coordination.
- Ability to comprehend the broader business context and define pertinent business problems.
- Familiarity with data governance practices and database management systems is advantageous.
