About the Role
Napier City Council is inviting applications for a 12-month fixed-term position as a Strategic Project Lead. In this role, you will spearhead the delivery of complex, high-priority projects that align with Council’s objectives and produce significant benefits for the community.
You will manage projects from initial concept to completion, collaborating with various internal departments, consultants, mana whenua, contractors, government bodies, and community parties. Your role involves coordinating diverse teams and priorities to maintain project progress, handle complex challenges, and secure successful outcomes.
Whether you're contributing to major community infrastructure projects, supporting long-term strategic plans, or enhancing community services, your leadership will shape Napier’s future.
Key Responsibilities
- Direct large-scale strategic projects from planning stages through to completion.
- Manage governance structures, project budgets, risk assessments, procurement processes, and monitor project performance.
- Develop and maintain strong partnerships across Council, community stakeholders, consultants, and mana whenua.
- Promote collaborative methods that encourage meaningful co-design and shared governance.
- Confidently manage complex project environments while balancing multiple priorities.
- Deliver projects that create enduring positive impact for Napier and its people.
Candidate Profile
- Possess a tertiary qualification in project management, engineering, planning, public administration, or a related discipline; or equivalent professional experience.
- Extensive experience managing complex, high-value projects with proven expertise in governance, risk mitigation, and stakeholder engagement.
- Strong financial and commercial skills, including budgeting, forecasting, and contract management.
- Exceptional communication and relationship-building abilities, effective in working with Council teams, mana whenua, consultants, and community groups.
- A strategic thinker capable of navigating uncertainty, problem-solving, and aligning project delivery with organizational goals.
- Preferred: Postgraduate qualifications or recognized project management certifications such as PMP or MSP.

Additional Details
This full-time position entails 40 hours per week, working Monday to Friday, based at the Napier office. The annual remuneration package is between $115,239 and $128,796 (inclusive of KiwiSaver), dependent on qualifications and experience.
