Job Overview

Reporting directly to the Site Quality Manager or designated supervisor, this role supports site quality programs by conducting inspections and ensuring compliance with project specifications and quality standards outlined in prime contracts.

Key Responsibilities

  • Thoroughly review project technical requirements, including prime contracts, codes, standards, and specifications.
  • Conduct inspections, examinations, and tests as instructed by supervisors to verify adherence to specifications, drawings, procedures, codes, and standards.
  • Monitor project and construction activities regularly via surveillance or inspections to confirm compliance with requirements; prepare and issue reports and ensure timely resolutions.
  • Assist in identifying and documenting nonconforming conditions through nonconformance reports when requested.
  • Plan, organize, and execute assigned tasks as directed.
  • Execute civil engineering inspections encompassing multiple disciplines such as welding, piping, civil works, concrete, building structures, equipment, electrical and control systems, coatings, insulation, and non-destructive testing.
  • Perform QA/QC inspections to assess conformity with project specifications and safety guidelines.
  • Review civil works for industrial, infrastructure, and heavy civil construction projects, including earthworks, utilities, structural concrete, and plant construction.
  • Apply relevant standards including Saudi Building Code (SBC), MAADEN standards, ASTM, ACI, BS, and ISO.
  • Conduct inspections related to environmental or recycling facilities such as waste management sites and recycling plants.
  • Prepare and submit daily inspection reports, non-conformance reports (NCRs), method statement reviews, material inspection requests (MIRs), and work inspection requests (WIRs).
  • Ensure adherence to health, safety, and environmental (HSE) standards, risk assessments, and permit-to-work systems.
  • Coordinate closely with EPC contractors, subcontractors, material suppliers, and project management teams.
  • Communicate effectively with management, team members, clients, vendors, contractors, and visitors.
  • Comply with applicable local, state, provincial, and national regulations relevant to inspection activities.
  • Maintain meticulous attention to detail and efficient, timely work habits.
  • Collaborate effectively within teams to support a productive and safe work environment.

Qualifications and Experience

  • A Bachelor’s degree or diploma in Civil Engineering or a related field.
  • At least seven years total of combined education and related experience, meeting local regulatory requirements.
  • Between five to ten years of industrial construction, infrastructure, or heavy civil works experience.
  • Experience with plant construction, utilities, earthworks, or structural concrete projects.
  • Minimum of three years’ experience as a quality inspector.
  • Strong expertise in QA/QC inspection procedures and documentation processes.
  • Knowledge of Saudi Building Code (SBC), MAADEN standards, and international standards such as ASTM, ACI, BS, and ISO is mandatory.
  • Preference given to candidates with experience in environmental or recycling facility inspections.
  • Proven ability to prepare inspection-related documentation, including reports, NCRs, MIRs, and WIRs.
  • Comprehensive understanding of HSE standards, risk assessments, and permit-to-work protocols.
  • Experience working collaboratively with EPC contractors, subcontractors, suppliers, and project teams.
  • Preferred certifications include ISO 9001 awareness, NEBOSH or OSHA safety certifications, and civil QC qualifications.
  • Additional certifications recognized by ASNT, AWS, API, or NACE are a plus.
  • Personnel conducting welding inspections or radiographic reviews must pass internal visual and radiographic interpretation certifications.
  • Competency with computer applications including word processors, email, spreadsheets, and presentation software at intermediate to advanced levels.
  • Strong verbal and written communication abilities.
  • Ability to work well in team settings and foster teamwork.
  • Multilingual skills are considered an advantage.
