Overview
This role is offered on behalf of a partner organization that manages all applications and subsequent steps. The Senior Program Manager position is based in the United States and provides an opportunity to lead and oversee complex federal IT programs. The position involves strategic leadership and operational oversight to ensure successful delivery of technology projects critical to government missions. The role requires management of multidisciplinary teams and serves as a crucial link between government stakeholders and technical personnel. Key focuses include governance, quality assurance, risk mitigation, cybersecurity compliance, and continuous process enhancement. This is a fully remote position supporting high-impact public sector technology programs, collaborating with experts across various domains.
Key Responsibilities
- Provide strategic leadership and management for multiple contractor teams delivering enterprise IT services.
- Act as the primary interface between government officials, technical stakeholders, leadership, and project teams.
- Develop and maintain governance frameworks, communication channels, escalation processes, and performance measurement systems.
- Create and manage comprehensive program plans addressing technical delivery, staffing, quality control, risk management, communications, transition, and operational performance.
- Ensure projects meet defined scope, schedule, budget, staffing, security, and quality targets.
- Coordinate dependencies across software development, infrastructure, operations, cybersecurity, configuration management, and other technology initiatives.
- Oversee staffing requirements, monitor workforce performance, facilitate onboarding, training, retention, and security clearance processes.
- Review and approve project documentation including plans, risk registers, corrective actions, deliverables, and reports.
- Identify potential risks—technical, operational, staffing, cybersecurity, and performance related—and implement mitigation strategies.
- Ensure timely delivery of contractual outputs, progress updates, metrics, and necessary compliance documentation.
- Monitor service levels, customer satisfaction, system availability, vulnerability remediation, quality standards, and operational goals.
- Lead program reviews, executive briefings, technical meetings, audits, and performance assessments.
- Ensure adherence to federal security, privacy, cybersecurity, accessibility, records management, and operational mandates.
- Manage program improvements, transitions, knowledge transfer, and continuous improvement initiatives.
- Provide strategic guidance on systems integration, development activities, and cross-team priorities.
Candidate Requirements
- Bachelor’s or associate degree in Computer Science, IT, Engineering, Mathematics, Business Management, or related field; equivalent experience considered.
- Active Project Management Professional (PMP) certification is mandatory.
- At least 8 years of experience in technical leadership and project/program management roles.
- 3 or more years in supervisory or team leadership positions.
- Minimum of 5 years managing change management and process improvement efforts.
- Proven experience overseeing enterprise IT programs involving systems engineering, software development, infrastructure, cybersecurity, or systems integration.
- Strong background in managing cost, schedules, staffing, risks, technical delivery, and customer relations.
- Experienced in preparing and delivering program reports, executive briefings, and stakeholder communications.
- Ability to meet government background checks and security clearance requirements.
- Experience working with federal government initiatives or mission-driven organizations preferred.
- Familiarity with Agile, DevSecOps, IT operations, cloud computing, cybersecurity, configuration management, or systems engineering services favored.
- Knowledgeable about federal cybersecurity frameworks such as NIST, RMF, STIG, Section 508 accessibility, privacy, and supply chain risk management.
- Understanding of government contracting processes, service-level agreements, corrective action plans, and contract performance evaluation is a plus.
- Strong leadership, communication, problem-solving, and organizational capabilities are essential.
