Project Background
The Ar Rjum Project is a new gold mining venture featuring three open pit mines with associated waste management, an ore processing plant, tailings facilities, and supporting infrastructure such as water and power supplies, maintenance centers, and accommodation villages. Located roughly 200 km northeast of Taif, near Riyadh, the site lies within Central Arabian Gold Region.
Role Summary
This role is designated for Saudi nationals and will be based in Riyadh. The Senior Contract Specialist will be responsible for managing moderately complex tender packages and overseeing the contract lifecycle from requisition through award and closure, ensuring compliance and alignment with project goals.
Key Responsibilities
- Develop tender plans, procurement strategies, and governance documents including evaluation criteria for client approval.
- Coordinate activities between Bechtel, the client, and client consultants/contractors to ensure alignment and smooth process flow.
- Organize and facilitate tenderer meetings such as bid clarifications and pre-award discussions, documenting actionable outcomes.
- Prepare Request for Proposal (RFP) documents and manage tender issuance and process oversight.
- Support tender evaluation, negotiations, and formulation of award recommendations.
- Finalize contract awards and maintain accurate contract documentation and progress reporting.
- Monitor contract compliance and commercial performance throughout project execution.
- Draft contractual correspondence including letters, instructions, and notices to ensure clear communication with stakeholders.
- Assist in the assessment and documentation of claims submitted by contractors and consultants.
- Prepare regular contract status, compliance, and financial performance reports.
- Support contract closeout activities including agreement of final accounts and ensuring delivery of contract obligations.
Qualifications and Experience
- Bachelor’s degree or equivalent qualification.
- Minimum of 5 years’ professional experience in contract management within construction or engineering sectors.
- Experience working in the Kingdom of Saudi Arabia is preferred.
Required Skills and Knowledge
- Proficient understanding of contract pricing structures, contract law, drafting, and tendering procedures.
- Capability to review contracts for accuracy and compliance, anticipating potential issues early.
- Excellent verbal and written communication skills for effective engagement with clients, contractors, and project teams.
- Judgment to know when to seek legal, commercial, or functional advice.
- Familiarity with project management principles to monitor contract execution aligned with project timelines.
- Strong organizational skills to handle multiple contracts ensuring thorough and accessible documentation.
- Knowledge of construction industry contracting practices and relevant regulations, policies, and work methods.
