About the Role
Airswift, a global manpower provider specializing in Energy, Infrastructure, and IT sectors with presence in over 70 countries, is partnering with a national operator to recruit a Project Safety Officer. This long-term contract role is based onsite in Mesaieed, Qatar, focusing on upholding and ensuring health, safety, and environmental compliance throughout the project lifecycle.
Key Responsibilities
- Deliver technical health, safety, and environmental (HSE) services to clients during project definition and execution phases, ensuring contractors adhere strictly to HSE policies and regulations.
- Foster and maintain a robust safety culture aligned with client vision, strategy, and core values.
- Monitor and verify contractors’ compliance with approved HSE plans and requirements by providing oversight on-site for EPIC contractors, subcontractors, and vendors.
- Identify hazards and implement risk mitigation strategies through thorough risk assessment processes across construction, pre-commissioning, and commissioning phases.
- Review method statements, job safety analyses (JSAs), certifications, and related documents, reporting any discrepancies or non-compliance promptly to supervisors.
- Conduct regular monitoring of site HSE programs, safe work practices, and analyze leading and lagging safety data to enhance performance.
- Prepare statistical reports and trend analyses to support safety improvements.
- Ensure all client and contractor personnel comply with established HSE rules and procedures.
- Perform daily inspections of project activities, ensuring adherence to approved JSAs, risk assessments, method statements, and permit-to-work systems.
- Support senior HSE engineers in implementing performance monitoring, objectives, initiatives, and policies relating to HSE standards on-site.
- Administer the client’s environmental management system by identifying non-conformances and recommending immediate and long-term corrective actions.
- Monitor adherence to HSE legal requirements including national laws, regulations, international conventions ratified by Qatar, and applicable standards.
- Participate actively in maintaining the HSE risk register to ensure proper documentation, monitoring, and mitigation of risks throughout the project.
- Evaluate contractors’ HSE plans, procedures, personnel qualifications, and competence assessments to confirm compliance before mobilization.
- Lead incident investigations, including reporting and implementing corrective actions aligned with corporate incident management standards.
- Organize site safety meetings to promote safety awareness among project staff and contractors.
- Conduct safety audits involving all stakeholders, provide corrective recommendations, and follow through to ensure implementation.
- Contribute to the revision and updating of HSE codes, standards, specifications, and philosophies.
Qualifications and Experience
- Bachelor's degree or higher, preferably in Engineering.
- Accredited HSE professional certification such as NEBOSH IGC Level 3 or higher.
- Membership or associate membership with recognized safety institutions (e.g., IOSH, IIRSM) is desirable.
- Minimum of eight years' occupational health and safety experience within the Oil & Gas or Petrochemical industry, with a preference for candidates experienced in greenfield and brownfield construction projects.
- Comprehensive knowledge of safe work practices and international standards such as ISO 45001:2018.
- Familiarity with international occupational health, safety, and environmental management systems.
- Experience using incident investigation tools/software (e.g., Taproot, SafetyCulture, EasyRCA, Tripod Beta).
- Proficient in Microsoft Office and relevant computer applications.
- Experience working in the GCC region is advantageous.
Additional Information
The role requires working on-site six days per week, typically 8 to 10 hours daily or as dictated by project needs. Immediate availability within approximately one month notice is preferred. Interested candidates should submit their resume including contact details to be considered.
