Program Manager – Value Stream Implementation

About the Role

We are seeking an accomplished Program Manager with extensive hands-on experience in Value Stream Management (VSM) implementation to lead a significant enterprise-wide transformation within the banking and financial services sector. This is a 12-month renewable contract position based in Abu Dhabi Emirate, United Arab Emirates.

Key Responsibilities

• Lead the implementation and integration of Value Stream Management at an enterprise level.
• Define and map comprehensive end-to-end Value Streams.
• Develop and apply VSM operating models, governance frameworks, KPIs, and roadmap strategies.
• Facilitate the transition from project-based delivery and funding approaches to product and Value Stream-centric models.
• Leverage Agile frameworks at scale and Product Operating Models to enhance delivery performance.
• Manage portfolio prioritization, funding allocation, governance, and stakeholder alignment.
• Bridge Business, Technology, Operations, Finance, PMO, and Agile teams to ensure cohesive execution.

Requirements

• Extensive experience (15+ years) in transformation and program management, particularly within the Banking or Financial Services industry.
• Proven track record of successful Value Stream Management implementation in large enterprises.
• Deep understanding of VSM models, governance structures, and key performance indicators.
• Strong executive stakeholder management and communication skills.
• Expertise in Agile scaling and product operating methodologies.
