Procurement Manager

Role overview

We are seeking a Procurement Manager to oversee purchasing activities from start to finish for construction, contracting, fit-out, MEP, civil works, facilities management, and other project-driven needs. The position calls for a commercially minded procurement professional with strong exposure to the UAE construction market, solid tender management skills, and the ability to collaborate effectively with project, technical, commercial, legal, and supply chain teams.

Procurement strategy and sourcing

• Direct procurement across construction, fit-out, MEP, civil works, and facilities management projects.
• Create sourcing plans that match project schedules, cost expectations, and business goals.
• Find, assess, and bring on board contractors, subcontractors, consultants, and suppliers.
• Build and keep an up-to-date, compliant vendor database.
• Track market movement, pricing references, and supply-side risks to support procurement decisions.

Tendering and contracting

• Run the full tendering cycle, including RFQs, RFPs, and competitive bidding.
• Coordinate tender clarifications, site visits, and input from stakeholders.
• Review technical and commercial proposals and prepare recommendation papers.
• Handle negotiations on pricing, commercial terms, delivery schedules, and contractual obligations.
• Support contract drafting, award, and administration in partnership with legal and project teams.

Project procurement and delivery

• Ensure on-time sourcing of construction materials, FF&E, MEP equipment, and other specialised project items.
• Synchronise procurement plans with project milestones and delivery timelines.
• Monitor supplier and contractor performance to confirm commitments are met.
• Address procurement issues that may affect project execution.

Commercial management and cost control

• Perform cost analysis, benchmarking, and spend reviews to improve procurement outcomes.
• Spot value engineering opportunities and savings initiatives.
• Assist with budget planning, forecasting, and tracking of expenditure.
• Assess variation orders, claims, and commercial exposure.

Supplier governance and relationship management

• Build and sustain strong strategic relationships with key suppliers and contractors.
• Manage supplier performance through KPIs, service levels, and compliance checks.
• Oversee supplier onboarding, prequalification, and documentation.
• Resolve supplier disputes while ensuring contractual and regulatory compliance.

Value creation

• Deliver measurable cost reductions and stronger procurement efficiency.
• Improve supplier reliability, performance, and adherence to contracts.
• Strengthen procurement governance, transparency, and risk controls.
• Support successful project delivery through proactive procurement planning.
• Continuously improve sourcing methods and market intelligence.

Qualifications

• A bachelor’s degree in Engineering, Construction Management, Quantity Surveying, Supply Chain, or a similar discipline is required.
• Professional credentials such as CIPS, CPSM, or an equivalent certification are preferred.
• Applicants should have 5 to 8 years of procurement experience in construction, contracting, or fit-out settings.
• Strong capability in tendering, contract negotiation, and commercial management is expected.
• Good understanding of the UAE construction market and supplier ecosystem is essential.
