Monitoring, Reporting, Evaluation and Learning (MREL) Project Officer

Overview

This position supports the UK Health Security Agency's International Health Regulations Strengthening Project (IHR-SP) in Nigeria. The project aims to boost global health security by enhancing compliance with IHR standards across select African and Asian regions, adopting an all-encompassing hazard approach. The MREL Project Officer will join the Global Operation Directorate's MREL team, overseeing a crucial Official Development Assistance (ODA) funded initiative that collaborates with bilateral and regional partners to strengthen public health infrastructures and aid IHR (2005) implementation. A strong MREL framework is key due to ODA's strict scrutiny for efficiency and value.

Key Responsibilities

• Assist the country team and IHR-SP MREL unit in executing the monitoring and evaluation plan.
• Help teams track project indicators and monitor data quality.
• Collect and organise evidence of project activities, following up as needed.
• Produce regular M&E reports and identify risks in monitoring processes.
• Support quality assurance of monitoring data.
• Manage coordination with external evaluators, track deliverables, maintain dashboards, and gather evidence.
• Facilitate MREL tasks for IHR experts, including collecting participant feedback and performing basic qualitative and quantitative data analysis.
• Organise and archive activity-related MEL data.
• Engage in professional growth activities, including training and performance planning.

Required Qualifications and Experience

• Bachelor of Science degree or equivalent experience.
• Minimum 2 to 5 years' background in project monitoring and evaluation using logical frameworks and indicator-based assessment.
• Experience with qualitative and/or quantitative evaluation methods and data analytics.
• Proven skills in preparing briefing notes, reports, and presentations at advanced levels.
• Exceptional oral and written communication abilities, often involving influencing stakeholders.
• Strong organisational, prioritisation, and planning capabilities.
• Analytical skills to assess information and recommend actions.
• Capacity to work independently under tight, shifting deadlines.
• Flexibility and resilience in adapting to change and uncertainty.
• Commitment to equality and fostering positive work relationships.

Preferred Skills and Knowledge

• Further training in monitoring and evaluation methodologies.
• Familiarity with international best practices in M&E.
• Understanding of global health challenges, especially in lower-middle-income countries, and international health frameworks.
• Competency in Microsoft Office suite (Outlook, Word, Excel, SharePoint); experience with qualitative evaluation software is beneficial.
