About the Role

The Infocomm Media Development Authority (IMDA) is dedicated to driving Singapore’s digital transformation by developing and implementing emerging technologies across various industries. As part of this mission, the Human Capital Cluster within IMDA’s Jobs and Skills Division is seeking a Manager to contribute to shaping the future ICT workforce.

This position involves collaborating with diverse stakeholders to design, plan, and execute training initiatives aimed at enhancing the capabilities of Singapore’s Infocomm media sector workforce. The successful candidate will focus on keeping the workforce relevant through continuous upskilling and reskilling in a rapidly evolving technological landscape.

Key Responsibilities

  • Lead and steer jobs and skills initiatives that strengthen the existing ICT workforce by facilitating upskilling through courses and industry-recognized certifications.
  • Identify future skill areas and support transitions into new or evolving job roles within companies.
  • Collaborate internally and externally for implementation, initiative management, and outcome reporting within the division.
  • Build and maintain partnerships with industry players such as technology firms, institutes of higher learning, training advisory councils, and relevant government agencies to deliver upskilling programs.
  • Oversee project and proposal assessments, define project scopes balancing business and national interests, and manage budgeting and reporting of funding utilization and program outcomes.

Candidate Profile

  • Possess 5 to 7 years of relevant project management experience, preferably within the ICT industry or public sector.
  • Demonstrate solid understanding of technology domains including AI/Generative AI, Cloud computing, and Software Engineering.
  • Experience with data visualization and analytics tools such as Tableau is advantageous.
  • Familiarity with grants administration, whether public or private, is a plus.
  • Academic background in Business, IT, Technology, Engineering, or related fields.
  • Strong communication skills, both written and verbal, with additional business development experience considered favorable.
  • Exhibit excellent interpersonal skills and adapt well to fast-changing environments.
  • Strong analytical aptitude and critical thinking skills, capable of tackling ambiguous challenges.
  • Prior experience in Learning & Development or Management Consulting is beneficial.
  • Ability to devise and implement solutions efficiently within tight deadlines.
  • Agile mindset to thrive in a dynamic and minimal-supervision context.
  • Passionate about workforce development and possess a solid grasp of tech job roles and skill requirements.
