Role Overview

Descon's Industrial Services Division in the UAE, focusing on shutdowns, turnarounds, and retrofit projects within the Oil & Gas sector, is seeking a proactive and experienced Lead Proposals professional specializing in Electrical & Instrumentation (E&I). The position is based at the Head Office in Abu Dhabi and requires expertise in bid preparation, estimation, contract management, and technical proposal formulation for complex industrial projects.

Key Responsibilities

• Analyze Invitations to Bid, tender dossiers, and contract obligations to delineate project scope, identify risks, commercial factors, and compliance requirements.
• Compile and critically assess detailed technical and commercial proposals ensuring client criteria, competitive pricing, and accuracy.
• Examine technical documentation such as project timelines, organizational structures, resource allocation strategies, execution plans, and method statements.
• Review commercial aspects including bid packages, pricing details, cost forecasts, and client-specific requirements for submissions.
• Develop comprehensive E&I cost projections encompassing labor, materials, equipment, tools, subcontracting, and other project-related expenses.
• Collaborate with departments including Engineering, Operations, Planning, Procurement, and Commercial to gather essential data for proposal assembly.
• Identify and propose mitigation for technical and commercial risks at the bidding phase to safeguard project integrity.
• Assist with pre-mobilization planning to facilitate smooth project initiation post-award.
• Ensure alignment of project costing with budgets and implement effective cost control strategies during proposal development.
• Maintain ongoing communication with clients and stakeholders to clarify needs and foster business growth opportunities.

Candidate Requirements

• Bachelor’s degree in Electrical, Electronics, Instrumentation, Control Engineering or a closely related field.
• At least 8 years of relevant experience handling proposals, bids, and cost estimations for shutdown, turnaround, brownfield, or retrofit projects, predominantly in Oil & Gas, Petrochemical or Fertilizer industries.
• Deep technical knowledge of electrical, instrumentation, and control systems.
• Demonstrated ability in crafting E&I proposals, cost estimations, execution methodologies, and commercial bid documents.
• Insight into specific requirements of shutdown, turnaround, brownfield, and retrofit project environments.
• Competency in interpreting tender documents, technical standards, drawings, BOQs, and contractual obligations.
• Strong commercial acumen, analytical thinking, and meticulous attention to detail.
• Excellent leadership qualities, communication skills, and ability to coordinate cross-functional teams.
• Capability to handle multiple bids under deadline pressure efficiently.
• Proven record of producing technically sound and commercially competitive proposals.
