Job description

Position Overview

This role is situated within the Office of Human Resources and Employee Development of the DC Department of Parks and Recreation. It entails comprehensive human resources responsibilities and advisory duties to support organizational staffing and employee development goals.

Key Responsibilities

  • Establish qualification criteria for various levels of employment, ranging from nonsupervisory to managerial roles, including specialized and non-specialized positions, based on regulatory guidelines and industry norms.
  • Interpret and apply standards for qualifications, job analyses, and position evaluations to prepare accurate lists of eligible job candidates.
  • Collaborate with managers and supervisors to create clear, coherent job vacancy announcements aligned with position descriptions and hiring policies.
  • Ensure job openings are publicized through appropriate media such as newspapers, online platforms, and community networks.
  • Evaluate selection certificates to maintain compliance with Department of Human Resources procedures and agency objectives.
  • Conduct reference checks to validate candidate qualifications.
  • Engage in workforce planning by maintaining continuous communication regarding anticipated organizational staffing needs in alignment with departmental directives.
  • Utilize diverse recruitment channels including re-employment programs, displaced employee initiatives, job fairs, college recruitment, professional and community organizations, and media outlets to attract the best candidates.
  • Analyze labor market trends and compensation frameworks to ensure competitive and equitable staffing strategies.
  • Respond to inquiries from various stakeholders including employees, government agencies, and the public, both in writing and verbally.
  • Manage special projects in coordination with HR staff to ensure timely completion and alignment with agency goals.
  • Coordinate budgeting processes with the Office of the Chief Financial Officer to synchronize staffing and financial planning.
  • Participate in meetings by presenting information and providing expert insights into human resources operations as needed.

Qualifications and Work Environment

  • At least one year of specialized experience relevant to the duties described, compatible with the next lower grade level in the career progression.
  • No specific licenses or certifications required for this position.
  • The role is primarily office-based with sedentary work conditions.
  • Standard work hours are Monday through Friday, from 8:30 AM to 5:00 PM.
  • The position is not part of any collective bargaining unit and carries no known promotional opportunities.
  • Security-sensitive designation requires enhanced screening including criminal background checks and drug/alcohol testing following DC Personnel Regulations.
