Job description

About the Role

  • This is a full-time fixed-term position for 12 months.
  • Collaborate closely with management across designated Directorates to identify workforce needs, resolve personnel challenges, and leverage opportunities.
  • Deliver reliable and actionable HR guidance spanning the entire employee lifecycle, including areas like employee relations, performance management, hiring processes, compensation, and organizational change.
  • Coach and assist leaders to enhance their capabilities, confidence, and effectiveness in people management.
  • Support initiatives in workforce planning, talent management, succession strategies, organizational design, and cultivating organizational culture.
  • Lead or contribute to complex HR projects, manage employment relations concerns, and participate in enterprise-wide people-focused programs.
  • Work collaboratively within the People & Capability team to provide consistent, integrated, and employee-centered solutions.

Candidate Profile

  • An experienced HR professional who quickly establishes trust and provides pragmatic, sound advice.
  • Passionate about partnering with leaders to address personnel challenges fostering strong organizational results.
  • Comfortable managing complex employee relations issues, organizational change, and sensitive human matters.
  • Excellent communicator exercising sound judgment and handling confidential information with discretion.
  • Possesses a collaborative, organization-wide perspective that supports a cohesive, one-team culture.
  • Dedicated to advancing cultural competence and understands the importance of Te Tiriti o Waitangi within a local government framework.

Qualifications and Experience

  • Holds a tertiary degree in Human Resources, Organisational Psychology, Business, Employment Relations, or related disciplines.
  • Brings significant People & Capability or related experience, preferably 6 to 8 years partnering with managers and senior leadership in comparable roles.
  • Strong expertise in employment relations, relevant legislation, remuneration frameworks, and modern HR practices.
  • Experienced in supporting organizational change, workforce planning, organizational design, performance management, and cultural initiatives.
  • Experience in local government, public sector, or unionized environments is advantageous.

Team Environment

  • Reports directly to the HR Manager and collaborates with HR Business Partners, HR Advisors, P&C Coordinators, and a dedicated P&C Analyst.
  • Works in close partnership with Learning & Development and Health, Safety & Wellbeing teams within People & Capability.
  • Provides trusted HR support to a diverse organization comprising roughly 700 employees.
